    2. Meaning Staffing is not merely recruitment but acquiring satisfied employee-groups, their training and maintaining them in business. Staffing includes recruitment, selection, training, promotion, transfer and post-retirement services.

    3. Characteristics Staffing is an important function of management. Staffing is concerned with human relations. Staffing is a perennial process i.e. continuous process. Staffing is a dynamic process. It is closely related to other functions of management. It is not merely an activity for labour welfare, but concerns itself with acquiring, training and maintaining personnel.

    4. Importance Staff is the driving force in a business. Without a skilled and efficient staff, even the best of machines and raw materials cannot be put to adequate use. Staffing infuses dynamism into the business. It performs the task of purchasing raw material, using it for production, selling the finished product and finally collecting money for the same. Staffing is a profitable investment. The expenses incurred for recruitment, selection, training and growth of the staff is not an expense but a profitable investment for the business.
