  1. Using Cross-Media Datafor Analysis and Targeting Michael Barrette Office of Compliance February 13, 2008 Barrette.michael@epa.gov http://www.epa-echo.gov/echo

  2. Turning Multiple Data Sources into Targeted Information TRI CWA IDEA RCRA CAA US Census

  3. What is OTIS/ECHO?How does it cross-reference national “stove-pipe” databases? • Web-based interface to a data warehouse • Uses FRS facility linkages • Creates historical & current data • Separate Public and Agency interfaces • Facility mapping tool with “Google”TM • Monthly refresh

  4. Main benefits of ECHO • Easy access for public and regulated industry • 5 yr data range • Wide range of information presented: • Facility universe by media • Inspection activities • Alleged violations • Enforcement actions • Upcoming enhancements: • CWA Effluent charts • Improved Data Alert and Error notification/tracking

  5. Main benefits of OTIS • Easy access for states/local agencies (S/L) • Significant “management tools” for S/L and EPA • State Review Framework (SRF) • Watch List • MACT Prioritization Tool • 5 yr data range • Wide range of information: (ECHO plus much more) • TRI data integrated into searches • Enforcement Sensitive data in ICIS for EPA Regions • Analytical tools listed above • OTIS Management Reports with matrix and Excel outputs • Recent enhancements: • ICIS-NPDES CWA data • Training and Presentation documents/web casts • OTIS “lab” page with prototypes, under development tools, etc.

  6. Example ECHO output:

  7. Example OTIS output:Detailed Facility ReportShows “stove-pipe” data linkages

  8. Content of ECHO/OTIS • Permits/ID numbers • Facility Characteristics • Inspections • Violations • Enforcement Actions/Penalties • Demographics Surrounding Facility • TRI data (OTIS has data integrated into searches, ECHO has a link to TRI data)

  9. Examples OTIS outputs:Facility Query & map

  10. Example of OTIS Query with Mapped ResultsNon-majors DMR/Violation Data in Indiana Facilities in Indiana with greater than 25 effluent violations in 3 years Also on Priority Watersheds Also not inspected in last 3 years (1 facility)

  11. Example OTIS output:Finding a target and looking at satellite images • This slide zooms to a satellite map of this mobile home park. • Also useful for watershed analysis.

  12. EPA uses of OTIS • Identifying potential inspection targets • May be based on length of time since inspection, past violation history, discrepancies in reporting across programs, EJ, environmental conditions, etc. • Searching for non-notifiers • Performing state oversight • Identifying trends • Management reports and response to inquiries • Pre-inspection preparation • Data Quality Processes

  13. OTIS/ECHO Use

  14. Upcoming Enhancements & Tools • ECHO • Will add Effluent Charts allowing users to chart monthly water discharges compared to permitted limits • OTIS • TRI & National Emissions Inventory “pollutant” query tool • TRI Comparative Tool • Tools will identify potential non-notifiers of TRI, CAA permits, etc. • Tools will allow better targeting based on pollutant level dischargers/users
