How does Kazakhstan compare to other countries with respect to these issues? • There is enough money but the issue is to use oil revenues wisely • Political desire to do something 2003 - 2015 Industrial Innovational Development Strategy, 2005-2015 National Innovation System Development Program • Lack of innovative entrepreneurship

  4. What are the key causes of the problems you have identified? • Kazakhstan was the part of the Soviet Union and wants to become a part of the global economy

  5. Step 2: Objective of the intervention(2005-2015 National Innovation System Development Program ) • Diversification through knowledge based economy • Key institutions and target groups: • Entrepreneurs, SME • Scientists

  6. Step 3: Description of the Proposed Intervention • Developing scientific and technological potential • Promoting innovational entrepreneurship • Establishing infrastructure for innovation • Developing system of financing innovation • Developing Government policies • 1 billion USD (2005 – 2015)
