WHAT IS CENTURIO? • BACKGROUND: • the Centurio programme was initiated by AER in 1994; • AER - as a European interregional co-operation since 1985, with 250 member regions from 30 countries – decided to develop the programme by creating a new network; • framework and financial resources provided by the INTERREG IIIC programme of the European Commission

  3. WHAT IS CENTURIO? • AIM: • to promote the growth & competitiveness of the regions by exchanging know-how & experiences in • sustainable economic development, • environment protection, • sustainable quality tourism.

WHAT IS CENTURIO? • OBJECTIVES: • to encourage social, economic & territorial cohesion in Europe and to support the regions’ participation in EU cohesion policy, • to improve the regions’ sustainable development by assisting the development of the co-operation with experienced organisations & partners, • to foster the implementation of a long-lasting network, • to support the regions’ self-development in the selected areas of co-operation, • to strengthen the regions’ human resources.

WHY IS JÁSZ-NAGYKUN-SZOLNOK COUNTY A PARTNER? • SPECIFIC OBJECTIVES: • by achieving the project aims & objectives we would like • to contribute to the economic & social development of our small regions and municipalities, • to improve the human resources of the self-governments (professional knowledge and foreign language skills), • to learn best practices & identify potential joint projects, • to enhance and develop the county’s especially rich & fruitful international relations.

THE PARTNERSHIP 8 regions participate in the programmeout of our partners Pas-de-Calais (1993) ( France ) Bielsko (1993) ( Poland ) Maramures (1993) (Romania ) Somme (1996) ( France) Brandenburg (1995) & Teltow-Fläming (1999) (Germany ) Brzesko (1996) ( Poland ) Tarnow (1996) ( Poland ) Durham (1999) ( Great-Britain ) Asti (2000) ( Italy ) Mielec (2003) ( Poland ) Suski (2004) ( Poland ) Harghita (2002) ( Romania ) Häme (2003) ( Finland )

  7. DIRECT BENEFICIARIES. OTHER TARGET GROUPS.MAIN ACTIVITIES • Direct beneficiaries: civil servants of self-governments • Other target groups: professionals working in the field of regional development, tourism, environment protection & EU project management • Main activities: • host „traineeships” (15 persons x 2 weeks) • guest „traineeships” (25 persons x 2 weeks) • dissemination and evaluation seminar (2005 & 2006) • participation in „bridge activities” (min. 3) • special dissemination events

MAIN OUTPUTS (12 July 2004 – 30 June 2005. ) Exchange activities: 1st semester: 14 exchange programmes (28 weeks) 5 hosting, 9 guests at partners appr. 200 visits & events 1 dissemination event 2nd semester: 5 hosting (10 weeks) 124 events 1 dissemination seminar Total budget: 92,170 € for the country Successful application for national co-funding.

  9. EXPERIENCES WITH DIRECT BENEFICIARIES • „Trainees” were chosen by an application process • evaluation criteria • growing interest • Importance of • tailor-made programmes & flexibility • preparation & follow-up • of traineeships • Added value: trainees from 2-3 regions

  10. SOME EXAMPLES OF „BEST PRACTICES” • All participants gave feedback on best practices. E.g. • high quality of keeping the traditions & preserving the natural values – in the focus of tourism marketing tools • (Harghita) ; • methods for improving the regional identity (Asti); • intensive internet usage & e-learning (Häme); • wide range of tourism information resources (Durham, Somme, Pas-de-Calais); • making use of EU funding effectively (Brandenburg, Teltow-Fläming)

SOME EXAMPLES OF PROJECT IDEAS • Mutual presentation of rural tourism heritage by tourist offices (Asti, Häme, Harghita, Durham) • INTERREG IIIC proposal related to ageing population (Durham) • Establishing links in the field of environmental authorities, research institutes universities (Häme) • Exchange of experiences • in the field of social institutions • (elderly, disabled) • (Pas-de-Calais, Durham)

  12. SOME PROBLEMS WE HAVE FACED • Later launching than originally planned (sending & hosting in the same semester); • Lack of 3rd countries funding (Harghita); • Late re-funding of the costs; • The working methods & the collaboration of the co-ordinator & the 1st stage auditing authority were not been established in the 1st year

  13. DISSEMINATION • Key element of the project. • Various tools & methods: • Regional, local media • Press conferences, discussions • Workshops for presenting the experiences • Web-site • Presentation of the results in training courses, etc
