  3. 建議答案: • 首先，社會資源方面，由於在港出生的雙非兒童可成為香港永久居民，有權享用十二年免費教育、申請綜援及公共房屋等香港福利，因而令港府的社會福利開支增加，對社會資源分配構成壓力，長遠對港府造成沉重的負擔。 • 其次，家庭問題方面，很多內地家長認為本港教育制度較內地優勝，因此希望在港分娩，令子女將來能在港接受教育。雙非兒童因要留港接受教育，可能要離開父母留港生活，但兒童在成長階段最需要父母關顧，若缺少父母在旁照料，很可能會損害雙非兒童的身心發展以及與父母的關係，從而衍生不少家庭問題，成為社會的另一負擔。 • 最後，教師可從社會和諧方面引導學生思考，雙非兒童佔用兒科病房床位，與本地人爭奪有限的香港資源，引起本港市民不滿，亦有市民抱怨雙非兒童日後來港生活，所享福利需由本地納稅人承擔，這些都激起了本地市民對內地人以及香港政府的怨氣，影響社會和諧。
