With which ends? • Priority for the national needs • Importance of the regional and international comparability • Relevance of the subjects • Availability of resources Need for selection

III – For an optimized approach The use of the new technologies • Improve the times duration of exploitation, analysis and diffusion • Improvement of the methodology of location of the dwellings and regular update of the localised data • Centring of the activities and the trades (cartographers, demographers, statisticians) with a share of the experiments The development of the administrative sources and optimization in the medium-term • Optimization of the PHC in the medium-term planning • Essential Condition for the appropriation of alternative approaches in the long run

III – For an optimized approach Set up a strategy of development of the statistic State membres are engaged in institutional reforms and development of NSDS • NSDS main subject in the building statistical capacities • To connect the objectives of development of the statistic, step and means of reaching them by an action plan The NSDS is an opportunity for the census • A framework of assessment needs and priorities of statistics • A step for the strategic choice of the subjects • A framework of setting in adequacy of the priorities and resources • A framework of mobilization of the internal and external resources

III – For an optimized approach Set up a strategy of development of the statistic The NSDS allows the insertion of the censuses in a national program of collection and contributes to its optimization Conclusion The GPHC with its complexity must be planned, in a rigorous and strategic way. Thus AFRISTAT decided to start a reflexion for an approach of optimization being integrated in the strategic planning of the national statistical systems by considering the reports presented and the African context.
