Release 2.5.0 – CDS Tariff Download Service (Electronic Tariff) • Prior to Release 2.5.0 (12 September), the production Tariff Download service was suspended owing to • live service defects: • EU TARIC3 daily file upload was suspended owing to a ‘stuck’ EU file (requiring a fix from European Dynamics) • File extract errors prevented a new initial file from being produced accurately (requiring a fix from European Dynamics) • Release 2.5.0: • Addressed these defects • Re-enabled the flow of TARIC3 files to CDS to bring the data fully up to date • Extracted a new Tariff Download Service start-up file (now available) • Resumed the flow of Tariff Download service daily and monthly deltas (to re-commence 17/09). • The refreshed data set is now available for software house and developer consumption, with the • recommendation that users re-load their datasets with the new initial file and adopt the new set of daily • and monthly files.

D1ND – Managing the Post-Brexit UK Tariff • Dept. for International Trade (DIT) will be the new source of UK Tariff and Quota data • post31/10 • DIT is responsible for the management of EU replacement data and Prohibition and • Restriction measures • HMRC remains responsible for the management of National Measures (VAT and • Excise) • HMRC and DIT (with the support or European Dynamics), are currently repeating the • March 2019 exercise to rebuild the D1ND Tariff: • HMRC has seeded the DIT tariff management application (TAP) with current data and has mirrored this on the HMRC estate • DIT is iteratively providing Post-Brexit UK Tariff updates to HMRC in response to emerging policy decisions • HMRC is regression testing existing CDS functionality against the D1ND Tariff with the focus on existing CDS traders • HMRC is updating CDS to support the new D1ND UK Quota Service which will handle CHIEF quota claims on a FCFS basis.

D1ND – CDS Tariff Download Service (Electronic Tariff) • Target solution for D1ND will be to use the existing Tariff Download service (which was updated at Release 2.5.0, see above) • This data will be available from the Tariff download service as BAU when CDS cuts over to D1ND data on 31/10 as a new start-up file, and new daily deltas that consumers will need to re-load • Ahead of this, HMRC is investigating ways to provide the new D1ND start-up data, when legally permissible.

  7. D1ND – Electronic Tariff (Legacy) • Software houses and developers are currently using the existing CTS service • while transitioning to the CDS Electronic Tariff Download Service • The Electronic Tariff (Legacy) monthly strip will remain available from CTS.

  8. D1ND – UK Trade Tariff (On-line Tariff) • Intention is to stand-up a D1ND UKTT instance, alongside the current service • as soon as this is technically available and legally permissible • This will contain D1ND UK Tariff and UK Quota Balances and statuses • Bitzesty will use the current CDS Tariff download service to receive the UK • Tariff data (now sourced from DIT and HMRC).

Background - Managed Migration List (MML) • The MML for imports was defined as a list of 181 traders. • From the 181 traders, 135 traders were identified (based on historical volumetric/size data), which should exceed the commitment to manage the migration of 80% of declarations from CHIEF to CDS. • The 135 traders comprised108 supplementary declarants, and 27 frontier declarants (including Express Operators) • For Exports, the MML contains 210 traders, of which 135 were identified. This should exceed the commitment to manage the migration of 62% of declarations from CHIEF to CDS.
