Energy Efficiency Role – The Challenge Provide savings to all customers through energy efficiency • It’s easy to provide savings to any customer • It’s hard to provide one customer savings without the • rest of the customers bearing the cost LEAST COST PROCUREMENT AND ENERGY EFFICIENCY • The hardest customer to provide savings is the customer • who has already invested substantially in efficiency Providing the opportunity to save is not enough The Office of Energy Resources Andrew C. Energy Efficiency Role – Meeting The Challenge Some “don’ts” • Don’t rely on the expansion of existing programs • Don’t raid every funding source • Don’t raise System Benefit Charges LEAST COST PROCUREMENT AND ENERGY EFFICIENCY Some “do’s” • Do mine the differential between delivered energy cost and efficiency cost • Do learn from existing successful approaches, i.e. FCM, performance contracting The Office of Energy Resources Andrew C.
