Prerequisites • Involving all the coordinators in preparing Annual Work Plan & Budget • Inviting suggestions in finalizing the monthly Expenditure Plan & fixing the targets • The Targets under each head should be clearly explained and the problems arising should be immediately attended to • Making Availability of funds as per the targets • Proper Trainings regarding the deliverables • The pace of expenditure is a team effort dependent on effective Monitoring & Supervision

Important points to accelerate pace of expenditure at SPO Level • Creating a team of officers at SPO with each officer being in-charge of a single District as Officer-in-Charge (OIC) • The OICs who have to be in close contact with their respective Districts are the key for accelerating the pace of expenditure • The OICs will have to assist the District Level officers in solving all the issues related to SPO and also in the issues which need higher levels of intervention

Important points to accelerate pace of expenditure at SPO Level • Extensive review of progress with the coordinators on a designated date of every week at SPO level by the SPD. • The SPD had to conduct periodical video conferencing of District Level Officers and Divisional level meetings to review the progress. • During such reviews the low performing areas are to be discussed and the problem hindering the progress be identified and redressed. • The lower performing areas should be intimated to the Higher Level officers at District Level

Important points to accelerate pace of expenditure at SPO Level • Basis for the review will be the comparison of Monthly Expenditure Plan with that of physical and financial progress • Redress of bottlenecks that have been pointed out by the Field officers especially in case of civil works. • Some of the major problems for non starting of civil works are availability of land, opening of accounts, documentation of agreement etc. • The initiative of OICs from state level will help resolve these bottlenecks by taking up the issue with respective officials at HO level

Important points to accelerate pace of expenditure at SPO Level • Constant monitoring will help in identifying the specific issue and dealing with such situation specific matters will greatly help in saving the crucial time and ultimately enhances the expenditure levels • Handling the issues from a higher level will definitely help solving the field level issues and helps in accelerating the pace of the expenditure

Important points to accelerate pace of expenditure at SPO Level • Scheduling of training programs should be in such a way that they should not come in the way of academic year • The monthly expenditure plan which has to be prepared in vernacular language, the importance of adherence to it, had to be made realized during the training programs of Field Level Officers

  9. Monitoring • Web based Monitoring through the dedicated portals. • Use of E-banking services for transfer of funds for making availability of funds at the earliest • Whenever there is a shortage funds at a field level office the SPO/DPO can straight away initiate funds transfer without waiting for formal request from the field as per limits of AWP • Usage of SMS alerts for fund transfer and dissemination of other important information
