  4. Surgeon General Housed in the Office of the Surgeon General, the Medical Reserve Corps program is in a great position to promote the priorities set forth by the Surgeon General. By supporting these efforts, MRC program will simultaneously strengthen the health of the nation – one community at a time.

  5. Welcome to the Evanston Medical Reserve Corps Orientation • The Evanston Medical Reserve Corps is one of 31 units in Illinois ( Now over 560 in country) • As a group we have come together to prepare for Emergencies (Natural or Man made) • We are committed to Community Preparedness Efforts

  6. Our Purpose The mission of the MRC program is to serve citizens and communities throughout the United States by establishing local teams of medical, public health and other volunteers to strengthen the public health infrastructure and improve emergency preparedness

  7. Basic Assumptions • Local, Local, Local! • MRC units are community-based: locally organized and locally utilized • MRC volunteers supplement existing, local public health and emergency response capabilities • Network development and partnerships are critical to success

  8. Degrees of Involvement Volunteer Core • A selected number of volunteers representing different health disciplines will form the Volunteer Core. They will have additional training and assume greater responsibility in implementing the volunteer plan. They may assume direction and training of new volunteers. They will report to the Emergency Preparedness Coordinator.

  9. Degrees of Involvement Volunteers On Call • All volunteers identified prior to the event will receive orientation for their role according to the volunteer plan. At regular intervals, they will receive additional updates and information. They will be mobilized as needed during a crisis or other action, such as immunization activities, mass sheltering or blood drives.

  10. Degrees of Involvement Unprompted/Spontaneous Volunteers • These medical/health volunteers will be identified (self-identified) at the time of crisis or need. Past experience from other disasters has indicated a large influx of volunteers post-event. This group will receive an abbreviated orientation through a Spontaneous Volunteer site under the Coordination of the American Red Cross and will be assigned as needed. The Volunteer Core, under the direction of Emergency Preparedness Coordinator, may coordinate their selection, training and assignment.

MRC Volunteer Trained and Ready • In the event of an actual community emergency or disaster we do NOT need fear and confusion – we need residents prepared, first at home and then to help others. • Volunteers trained to fill “Surge Capacity” roles • Volunteers trained to function within a mass prophylaxis clinic • Volunteers prepared for the “All Hazards Approach” • Coordinated and ready to hit the road running

Medical Reserve Corps The Evanston MRC Is currentlyrecruiting professionals from all disciplines ( practicing, inactive or retired ) – we need nurses, physicians, dentists, EMT’s, pharmacists, veterinarians, teachers, medical technicians or aides, psychologists, social workers, clergy, biologists, IT / administrative staff, construction and many others. All members of the community are encouraged to volunteer for various support functions in a manner appropriate to their skills or training.

  14. What is Emergency Planning? How does it effect me?

Emergency Planning • Prevention • Any action taken to reduce or eliminate the long term risk to human life and damage to property • Preparedness • Response • The organized effort by individuals and agencies to react to an emergent event • Recovery • The process by which a community is returned to its original level of functioning prior to the event

  16. Preparedness All measures and policies taken before an event occurs. Preparedness includes: • designing warning systems • planning for evacuation and relocation • storing food and water • building temporary shelter • devising management strategies • holding disaster drills and exercises. Contingency planning: • is planning for the post impact response and recovery.

What’s the SNS • The SNS is a national repository of antibiotics, chemical antidotes, antitoxins, life-support medications, IV administration, airway maintenance supplies, and medical/surgical items. The SNS is designed to supplement and re-supply state and local public health agencies in the event of a national emergency anywhere and at anytime within the U.S. or its territories.

  21. 12 hour Push Pack • The SNS is organized for a flexible response. The first line of support lies within the immediate response of 12-hour Push Packages. • These are caches of pharmaceuticals, antidotes, and medical supplies are designed to provide rapid delivery of a broad spectrum of assets for an ill defined threat in the early hours of an event.

  30. Mass Care and Sheltering Disaster Relief

  31. What does that mean? • The Basic Commitment of Mass Care is to take care of the eating and sleeping needs of people affected by disaster, on an interim basis, while they are making arrangements for ongoing care. • Sheltering is the process by which individuals are protected from the environment, until other arrangements can be made. This can occur at a Shelter site or with a Shelter-In-Place plan.

  36. Program Marketing We have been successful in promoting many of the community based groups and feel program buy-in and community partnerships will be beneficial in marketing.
