  1. Societal Impacts Discussion • Background: Emphasis on warning accuracy and verification. But, to what extent are these warnings utilized? Do people really know the difference between a watch vs. warning? • UNC-Asheville/NWS Convective Utilization Warning Survey • http://www.warningstudy.org/ • Hypothesis: Only a small % of a warned population goes through the entire process of utilizing a warning (receive the warning, understanding the message and taking appropriate action)

  2. Societal Impacts andTwitter/NWSChat • WeatherBrains • Societal Impacts 12:00-17:40, 19:45-23:45 • Twitter/NWSChat 33:00-36:15

  3. Societal Impact Discussion • Warning Utilization Process • Receive – primary source is media (local/cable TV) • Understand – Am I… • In Danger? On the periphery? What is my location vs. the location of the storm? What county do I live in? • Action • Confirming danger? Should I take shelter? • What factors influence action? • Warning type, event size, time of day, where you live, knowledge and past experience

  4. Societal Impacts Exercisehttp://warningstudy.org • Pick a warning • Review Survey Questions • Discuss Potential Responses • Discussion: What are the societal impact initiatives attempting to pursue? • Incorporate perspectives of those in the NWS (generating the warning) and the media (alerting the public, providing detailed updates) culminating in the response of the end user (making a life-saving decision).

  5. Societal Impact Exercise • http://www.warningstudy.org/ • Review Warning • Discuss Survey Responses • What are the societal impact initiatives attempting to pursue?

  6. Twitter/NWSChat Discussion • Background: Recently,NWS LZK Tweeting Warning Information 1-2 minutes before the warning was officially issued. NWSChat policy has been breached in the past. • Issue: Pre-release of information can be used for commercial value. • Policy: NWS personnel shall not provide advance notice that a WFO or National Center plans to issue/extend/cancel a warning before an official product is issued

  7. Twitter/NWSChat Discussion • Thoughts on the pre-release of information issue? • Devils Advocate: Does this apply to life-threatening emergencies? Apparently YES (i.e. LZK NWS employee allegedly disciplined) • Review the purpose of NWSChat • How can we improve NWSChat? • How do we get the Emergency Managers more involved?
