  2. Progressive Decline in IMR From the above data, it can be interpreted that the reduction in IMR has been majorly contributed by progressive improvement in Immunization coverage in State.

State Initiatives • Highest level of political commitment with: - Hon’ble Chief Minister Launching Mission Indradhanush Kawach in State in all Districts - Hon’ble Health Minister Taking personal interest in introduction of new vaccines in the State * -Hon’ble LG/Chief Secretary taking up the matter of early introduction of PCV in Delhi (during Governor's Meeting)

State Initiatives • Rechristening of “Routine Immunization to “Essential Childhood Immunization’ to give due importance to the crucial program that saves lives from Vaccine Preventable Diseases. • Conduction of regular (monthly)review meetings with DIOs at State Level • Conduction of regular (monthly)DTFI meetings at district level • Regular review of the program by Chief Secretary and Hon’ble Minister (Health)

State Initiatives • Pan state implementation of MIK * • Strengthening of monitoring by establishment of monitoring cell- District monitoring pool of PHNs/LHVs have been constituted. • Increased supportive supervision and mentoring through roping in of monitors from medical colleges. • Tagging of all HRAs with Health functionary/ANM • Involvement of mobile health schemes to reach HRAs like river Yamuna bank huts etc. at flexible timings. • Hospitals providing immunization services on all working days; including central govt. hospitals • Ensuring administration of Birth dose of Hepatitis-b in all labor rooms

State Initiatives • Intensive training and capacity building of Human resource for quality service provision: - Two batches of ANMs are trained per month at state level - BRIDGE {Boosting Routine Immunization Demand Generation} training to improve IPC skills of front line workers is nearing completion in most of the districts - Immunization Handbook training of more than 600 Medical Officers completed.

  10. Good Innovative practices • TikakaranNimantranPatrika:- Tracking each eligible due children by delivery of TikakaranNimantranPatrika by ASHA worker a day prior to immunization session. This has been replicated at national. • Mission IndradhanushKavach carried out in across the State in all districts instead of only the proposed districts as directed by GOI. • Creation of District pool of “Field monitors” to improve monitoring and supervision of immunization program. • Validation of HRAs done during polio round or every three months to enlist/delete the construction/nomadic settlements or migratory population

Good Innovative practices • Roping in teams from medical collages for mentoring and monitoring of immunization program. • Delhi has linked payment of ASHA incentives with entry on RCH portal to ensure name based records of the beneficiaries. • ANMs have been directed to carry out 8 immunization session per month. • Monitoring Feedback at dispensary is shared on daily basis or at least once in a fortnight by Field Monitors WHO NPSP.

Proposed Action for 100% Immunization Coverage • Linking of birth registration data with immunization activities- effective tracking of each child born in the State. • Make immunization card/ record compulsory at the time of admission to pre-nursery and nursery. • Operationalization of Model Immunization Clinic one in each district-enhance the duration of services being provided to address missed opportunities. • Immunization SMS alert through RCH portal to parents of children due for immunization. (started on 6th September 2019) • Instruction to incentivize ASHAs for immunization only after updation of RCH portal

Proposed Action for 100% Immunization Cover • Strengthening of State & District Immunization Cell –for effective implementation to monitor activities under immunization. • Implementation of e-VIN • Strengthening of VPD Surveillance through roll-out of case based Measles-Rubella Surveillance, Diphtheria, Pertussis, Tetanus Neonatorum to assess the impact of immunization • Reprioritization of High risk areas for optimal deployment & use of recourses to improve immunization coverage

  14. Enablement : • Provision of Pneumococcal Conjugate Vaccine on priority basis to increase the basket of antigens for children of Delhi
