EUROCONTROL Package I Programme • In accordance with re-organisation of EATMP to “EATM Service Business Unit” : • “Directorate ATM Strategies” (DAS) (domains) • “Directorate ATM Programmes” (DAP) (programmes) • Programmes Directorate (DAP) : • Mission : “To bring mature and feasible proposals for Programmes (and Services) and to bring them to their implementation” • Covers four “Programme Business Divisions” • “Sector Productivity” (SPR) division, including ADS Programme • Effective from 7th April 2003 onwards ASAS TN 28-30 April 2003 Workshop

Package I Master PlanBackground • Definition of Master Plan and Working Arrangements for Package I of Airborne & Ground Surveillance applications • To ensure a harmonised and efficient path towards Package I implementation and maximum synergy • Based on a strong stakeholder request • CARE/ASAS hosting the draft document : • Actual drafting performed by an ad-hoc group of experts (EUROCONTROL, ANSPs, industry, airspace Users etc.) • Wide consultation for consensus along drafting process : • Formal commenting process on latest version (ed. 1.9) underway for endorsement by review groups; • Will form the basis for Package I Programme ASAS TN 28-30 April 2003 Workshop
Package I Master PlanObjectives and Scope • Definition of Package I Master Plan and Working Arrangements focussing on : • “WHAT” (List of required Deliverables ) • “HOW” (Deliverables Interdependencies & overall process ) • “WHO” (Fora responsible for deliverables development) • “WHEN” (Master Plan) • For each deliverable Drafting, Review &Approving Groups are identified • Master Plan including all activities towards Package I implementation • The foreseen date for start of ECAC implementation is 2007. Requirements Focus Group (RFG) for ASA/GSA Package I • ASA/GSA Package I “Requirements Focus Group” (RFG) • RFG role and relationship with other Package I activities as described in Package I Master Plan • For the “Co-ordinated Requirements Determination” of ASA/GSA Package I : • Definition of operational services and environment (OSED) • Requirements identification, co-ordination and allocation : Safety & Performance (SPR), and Interoperability (INTEROP) • Guidance to requirements validation activities • RFG in accordance with rationale for Package I Definition : • In support of a pragmatic approach towards early Package I implementation and world-wide interoperability ASAS TN 28-30 April 2003 Workshop
RFG for ASA/GSA Package I (cont’d) • RFG membership to comprise experts representing : • EUROCONTROL, EUROCAE, FAA, RTCA (and relevant stakeholder organisations) • Open link to other activities in the world (e.g. Australia) • Schedule foresees fully validated deliverables to be completed by July 2005 (in line with Package I Master Plan): • Intermediate deliveries of the various documents foreseen (e.g. Initial Package I OSED’s by mid 2003) • Systems standards (MASPS, MOPS) to be derived top-down • RFG Kick-off Meeting took place on 1 April 2003 : • Development of Draft RFG TORs for stakeholder review • Next meeting (early June) to kick-off activities ASAS TN 28-30 April 2003 Workshop
Package I Cost Benefit AnalysisStatus • Package I CBA Study is on-going : • Review Group including NATS, IATA, LH, SAS, IAOPA, Rockwell-Collins; Airbus; CARE-ASAS; • Focuses on a sub-set of applications (ground and air) with significant potential for operational benefits. • The current CBA document shows : • High benefits (up to 2Bn€) confirmed from: • SSR radar replacement; • Enhanced Visual Approaches; • Enhanced Sequencing and Merging; • Also, strong indications that other Package I applications will generate a very positive return on investment. Package I Cost Benefit AnalysisKey Factors & Conclusions • Operational benefits through innovative but evolutionary way of spacing aircraft (ANSPs, ATCOs, Crews, …) • Cost savings by complementing radars with ADS-B sensors (ANSPs) • Cost control through upgrade of existing avionics (avionics manufacturers, system integrators) • Conclusions : • Package I is showing strong potential for a positive CBA and Business Case • Consistent commitment required from all stakeholders; ASAS TN 28-30 April 2003 Workshop

Package I Data Links • “Recommendation on ADS-B Data Link Selection” paper finalised in 2003 by representatives of EUROCONTROL, DG TREN, IATA Europe and AEA • Since then, pending signature from DG TREN and airline organisations • De-facto, Package I to start with 1090 ES as single link • Open choice for additional Package I link (as soon as 1090 ES performance does not suffice any more) • Feasibility Study for Civil Version of MIDS for ADS-B launched ASAS TN 28-30 April 2003 Workshop
EUROCONTROL CATS 1 ProgrammeUnder consideration • Merging AGC and ADS Programme Activities for : • Improved cost-efficiency • Better transparency, visibility and control • Strengthening EUROCONTROL leadership • Interfaces with other Activities and Organisations : • Related EATMP activities (ASA, AOP, COM etc.) • EEC Bretigny • Industry (e.g. ATA) • European Commission (e.g. C-ATM project) • “How” and “What” of Programme will be defined after stakeholder consultation ASAS TN 28-30 April 2003 Workshop
Conclusions • EUROCONTROL Package I Programme is active since 7 April 2003 and is well on schedule • From Development up to Implementation Co-ordination • Package I Master Plan has wide acceptance and is under final review • Will form the basis for Package I Programme • Requirements Focus Group (RFG) kicked-off on 1April 2003 • Determination of Package I Safety & Performance (SPR), and Interoperability Requirements (INTEROP) • CBA, Architecture and Validation activities well underway • 1090 ES as “de-facto” initial single Package I data link • Establishment of “CATS 1” Programme under consideration ASAS TN 28-30 April 2003 Workshop
