  6. Somali Conflicts 5 • Dec, 2006: Ethiopia invades, with U.S. backing • growing Islamist insurgency • at present: Drought, displacement, looming famine, ongoing piracy • need for “security, reconciliation, capacity” • power sharing instead of a “victor’s peace”
