Sava river basin basic facts Area: 97 713 km2 (the second largest Danube sub-basin; share: 12%) Average flow at the mouth: 1722 m3/s (the largest Danube tributary; contribution: 25%) River length: 940 km (594 km of which is the waterway) Population: approx. 9 million Shared by 6 countries ŽELJKO MILKOVIĆ

Sava river basin Cooperation Framevork • Framework Agreement on the Sava River Basin regulates transboundary cooperation in the Sava River Basin • Signed in December 2002, entered into force in December 2004 • Parties: Bosnia & Herzegovina, Croatia, Serbia, Slovenia (Montenegro cooperate on the expert level) • Implemented by the Sava Commission, with the Secretariat as its executive and administrative body ŽELJKO MILKOVIĆ

Sava COMMISSION OBJECTIVES • To regulatean international regime of navigation • To establish a sustainable water management • To prevent / limit hazards (floods, droughts, ice, accidents) and eliminate / reduce the consequences • Broadest scope among int’l basin organizations in Europe (sustainability + development) ŽELJKO MILKOVIĆ

Sava COMMISSION - NAVIGATION SCOPE OF THE ACTIVITIES • Legal framework (obligatory Decisions on navigation, crew and vessels) • Rehabilitation and development of the waterway infrastructure (fairway, RIS, ports) • Other (publishing of the navigation manuals, softver development, nautical tourism....) ŽELJKO MILKOVIĆ

Sava commission Integrated approach • Cohesive(joint work, projects, harmonization, cross-sectoral coordination) • Integrated (whole basin, scope of work, all societal sectors, ‘top-down’ + ‘bottom up’) • Aligned / complementary with wider frameworks (UNECE, EU, Danube) • Pragmatic and practical • Educative(capacity building, awareness raising) ŽELJKO MILKOVIĆ
