  2. ICMA Mexico Program; The Beginnings Early 90’s • ICMA members from Arizona visited some Sonora municipalities located at border line to provide them technical assistance. • These activities become in the first steps to establish in 1996 an ICMA office at Ciudad Juarez, Chihuahua.

  3. The US / Mexico Partnership for Municipal Development (1997 – 2003) Objective Help the Government of Mexico consolidate its progress toward democracy and achieve greater decentralization. • With a USAID grant. ICMA established an office in Guadalajara and later in Mexico City • Under this program ICMA promoted: • Resource City Program: 10 Mexican municipalities linked with 14 US Cities and Counties • Publication of booklets and Information dissemination • Professionalism in Public Administration • Performance Measurement • Federalism and Fiscal Decentralization • Accountability

ICMA in Mexico (Latinoamerica) by its Own Effort TIME LINE SEPT 03 ICMA did not wind an USAID contract for Mexico SEP 04 ICMA Mexico obtain its first contract NOV/DEC 03 Board decide support ICMA Mexico program to maintain operations JUL 04 ICMA Mexico launch Spanish Web Site JAN 06 ICMA Mexico become ICMA Latinoamerica OCT 03 Two options: keep operations in Mexico or leave the country JAN 03-JUNE 04 Develop of products, services, etc DEC 05 ICMA Mexico agreeswith FEMICA to offer ICMA programs in Central America JUL 05 ICMA Mexico has signed some contracts

Current Programs & Projects • REFIM Program • Certifies institutional strengthening on four areas: finance, human resources, planning and legal frame • Eight municipalities are participating at this moment • Its manual is now available in English • MIFIP Program • Educational program to strength financial structure • Is a partnership between municipal and state governments and ICMA as facilitator • The State of Puebla has participated and probably the State of Guerrero in the near future

Current Programs & Projects • SINDES Program • In association with Mexican Association of • Municipalities (AMMAC) • Promote comparative performance • measurement through a set of performance • indicators • 25 municipalities has been involved • Annually the program recognizes participation but the goal is to recognize performance • ICAPI Program!New! • Is a check list tool that identifies and promote the development of policies and parameters into local and state governments • Available for Mexico and soon for Central America

Current Programs & Projects • CIMTRA Program • Evaluate transparency in municipal governments through a network of NGOs • ICMA as member of the board • 44 municipalities have been evaluated and 16 Mexico City’s wards. Evaluations are under way • Other activities • ICMA en Español e-bulletin • Workshops and seminars • Promotion of Municipal Administrator as a key figure for Mexican local government • Exchange city officials Mexico-USA-Canada • ICMA University (2006)

The ICMA's footprint in Mexico • Deep links between Mexican and US communities. • Xalisco, Nayarit and Taos, New Mexico • Sayula Jal & Sinaloa cities and Yuma, AZ • Contact with future key Mexican political players. • - State of Guerrero’s Governor • Update and promulgation of local and state laws and manuals • Law that recognizes the best financial performance of Local Governments, State of Campeche

The Long Term Goals • Reach financial balance • Build a strong positioning for ICMA’s programs as the best tools to achive institutional capacities in local government • Develop the Latin America market • Be the best link between Mexican city officials and its counterparts in US and Canada • Translate into Spanish books and other materials useful for Latin America local governments
