  7. Training Opportunities • Equipment training on station equipment (numerous) • Hands-on equipment training • Held at manufacturer’s facility or at a station • Introductory Course for NDC Operators • Theory of NDC operation • Held in Vienna • Regional Training Programs for Station Operators and NDC Technical Staff • Hands-on station and NDC operation • Held at a hosting institution • Advanced course for NDC Operators • IDC Analyst Training • Three-month analyst training to prepare analysts for possible employment by the PTS • Held in Vienna IDC/SQT/ST

  8. Training Challenge • Increase the number of qualified manpower (Station Operators, NDC Managers, NDC Technical staff) in the States Signatories • Assess the training needs and interests • of the States Signatories using: • Regional requirements • Helpdesk questions • Survey responses • Feedback from participants in • training events • Review the current training materials • and tailor them to these needs and • interests • with special focus on regions • and incorporating e-learning • E-learning • Available 24/7 in different languages • Increases outreach • Courses tailored to learner • Learner progress tracked • Increases effectiveness of face-to-face training IDC/SQT/ST

  9. Sharing Methodologies, Information and Data • Information sharing is a key activity of the CTBTO • A Services unit was established at the IDC whose objectives are: • To provide the technical support to States Signatories necessary for their effective participation through their National Data Centres to the build-up/establishment of the verification regime • To respond to the specific needs and interests of the users through their access to IMS Data and IDC Products IDC/SQT/ST

  19. Contribution to Tsunami Warning • Capacity building is not limited to NDCs • Following the tsunami of 26 December 2004, data contributions were discussed. • PrepCom on 4 March 2005 decided to start data forwarding on a test basis • PrepCom in November 2006 established policy for provision of data to tsunami warning organizations. Currently data is forwarded to four organizations. Northwest Pacific Tsunami Advisory Center Pacific Tsunami Warning Center Malaysian Meteorological Department Australian Tsunami Warning System IDC/SQT/ST

  20. Enhancing Participation in Activities • Opportunities • Workshops • Operations and Maintenance • Evaluation • NDC Development • Visiting Scientists • Pilot programme for technical experts from developing countries • Visitors programme • Technical Tests • System-wide performance tests • Small-scale focused tests IDC/SQT/ST

  21. Account Status of 177 State Signatories IDC/SQT/ST

  22. States with NDCs States with low States with high participation participation NDCs NDCs (42) (55) Status of NDCs IDC/SQT/ST

  23. User Distribution (2007) IDC/SQT/ST

  24. Challenges • To increase the numbers of users in the 97 secure signatory accounts • To increase the number of active NDCs • To increase the number of Secure Signatory Accounts among the remaining 80 States Signatories and any new states • To increase the use of IDC External Database by NDCs • To increase the number of trained station operators IDC/SQT/ST

  25. Actions to Achieve Goals • Create tailored technical support packages responding to the needs and interests of States Signatories • Give high priority for technical support to states that do not have access to the services • Encourage expert visits to the PTS by targeted NDC experts • Where possible, visit the targeted NDCs to offer technical assistance such as training on location for reasonable time and expenditure • Use NDC Development Workshops to increase participation of existing NDCs and help establish more NDCs • Use Focal Point Locations to support developing NDCs through training and technical assistance IDC/SQT/ST

  26. Focal Point Locations • A potential joint action with the European Union would create focal points of capacity building. • Focal Point Locations (FPLs) supporting NDC capacity building provides State Parties with knowledge and assistance for building and/or improving their NDC capabilities and IMS Station Operation practices. • After prototyping the design in Vienna, two FLPs will be installed, one in Africa and one in the Latin America – Caribbean region. • Benefits:Increases both the number and geographic spread of NDCs Contributes to the sustainability of the IMS facilities. Allows those states that establish NDCs to receive and analyse the raw data in real time which will be highly valuable for improving:CTBT verification (the core function)Earthquake monitoring and volcano surveillanceTsunami warning capabilities Emergency preparedness and response from certain natural disasters IDC/SQT/ST

  27. Summary • Capacity Building is an important aspect of the CTBTO’s work • Capacity Building has benefits for both the host state and the CTBTO • CTBTO Capacity Building is achieved through: • Training and education • Sharing methodologies, information and data • Enhancing participation in activities IDC/SQT/ST

  28. Thank you. IDC/SQT/ST
