  1. INTERNATIONAL CODE COUNCIL’S High school technical training program HSTTP

  2. Who is the international code council (icc) • The ICC was established in 1994 • The first International Building Code 2000 • Culminated effort of representatives of the three statutory members: • Building Officials and Code Administrators International, Inc. (BOCA) • International Conference of Building Officials (ICBO) • Southern Building Code Congress (SBCCI) • The intent was to draft a comprehensive set of regulations for building systems consistent with and inclusive of the scope of the existing model codes • A new edition is promulgated every 3 years

  3. Why the icc • In today’s modern world the establishment of the I-Codes allow Architects, Engineers and Contractors to pursue work throughout the country • This code is founded on principals intended to establish provisions consistent with the scope of a building code that adequately protects public health, safety and welfare • The I-Codes are a complete set of comprehensive, coordinated building safety and fire prevention codes • Building codes benefit public safety and support the industry’s need for one set of codes without regional limitations

  4. Who enforces the i-codes • All 50 states either at the state or local level along with a growing number of foreign governments enforce all or most of the ICC’s model codes • Federal agencies who have adopted the I-Codes include: Architects of the Capitol, General Services Administration, National Park Services, Department of the State, U.S. Forest Service and the Veterans Administration • The I-Codes become law either as originally written or as amended, when jurisdictions take either legislative or executive action toward adoption.

  5. Vision and mission of the icc

  6. What is the icc’s high school technical training program(hsttp)and certificate of achievement (coa) • The HSTTP is based on the ICC’s International Residential Code and International Residential Study Companion • These two manuals provide students the opportunity to learn about the rules that govern their trade • The Certificate of Achievement is the introductory certificate offered by the ICC • A certificate is available for the following disciplines: Building, Electrical, Mechanical and Plumbing • This program and certificate were established to introduce students to the world of building codes as they relate to their trades

  7. Harford tech receives first ICC certifications 79 Students at harford tech have received Icc certificates of achievement

  8. Goals of icc’shsttp • Provide the technical school student the opportunity to learn the building codes as they learn their trades. ( Rules of the trade) • Offer students the opportunity to learn how to navigate the code book in a visual and hands -on environment. • Provide ICC’s Certificate of Achievement (introductory certificate) for building, plumbing, electrical and mechanical. • Ensure students are aware of the magnitude of ICC certifications that are available to them. • Ensure students are educated on the careers available to them when one has ICC certification. • Educate the future work force and encourage students to consider code enforcement and code development as a career avenue

  9. Why teach the building codes in the technical schools • The school is the perfect setting; it allows the student the opportunity to learn the various codes in a hands-on environment • Codes are difficult to understand, but in a visual learning atmosphere student’s comprehend the codes quickly • All ICC certificate and certification exams are open book for students and code professionals • Students are studying for their exam using the same materials code officials use to prep for their IRC exams • ICC acknowledges that the instructor is the teaching professional and encourages instructors to adapt the manuals to meet the needs and ability of their students

  10. Students benefit from icc certificate of achievement • Students learn the code associated with their trade. • Students have the opportunity to earn all four COA’s. • Students are introduced to the various careers associated with the building codes. • Students are provided the opportunity to relate the building codes to their daily class project. • The visual hands on environment allows the students to comprehend the codes.

  11. Costs/benefits of the high school technical training program • School’s annual membership - $150.00 • Provides schools with the ability to purchase from the ICC at the membership discounted prices • Provides the ICC website for review of code and standards, membership information, education and certifications along with employment opportunities • Provide daily updates concerning codes, ICC announcements, industry standards, publications and resources • Allows schools to purchase the Study Companion for $47.00 • Study Companion can be used for four to five years

  12. Student memberships • Student’s annual membership - $25.00 • Student receives the IRC code book of choice. (We recommend confirming with your local jurisdiction what edition of the code is being currently enforced) • Instructors receive the students final exam • A student must receive a minimum score of 70% to receive the Certificate of Achievement • Students have the opportunity to achieve a COA in all four disciplines

  16. What business professionals think • “I believe that the ICC’s High School Technical Training Program is a fantastic stand-alone entity but would also serve as a great companion program to ACE Mentoring. … Jim Sheehan, Assoc. Gorman Architects, Inc. • “Understanding how to read the International Code would benefit future employees and subcontractors….Kevin C.
