ARRL NFL - Decentralize Span of Control • Will Create New Positions for Hams to Apply for • Create (3) New Districts • Orange, Lake and Seminole are now East Central District • Flagler and Volusia make the new East Coast District • Proposed: Restructuring Suwannee, Capital and East Panhandle • Provide Less Traveling for Current DECs • Provide Better Exposure of DECs for Training, Drills, Classes and Attending ARES Events

  6. ARRL NFL - Decentralize Span of Control • Lower Paperwork Requirements • Require More Assistants to be Appointed • In Large Cities, Have 2 or More Assistant ECs

  7. ARRL NFL - Working Relationships • Last 9 Months in Orange and Marion Counties • April 13 OCCA (Orange County) Voted to Rejoin ARES • New (Old Hams) Checking into Traffic Nets • Reworking Ground Rules to Promote Unity

  8. ARRL NFL - New PIO Program • Contact Current PIOs • Find Out Their Status • Advise Them of New Requirements • All New and Current Applicants Must Provide Resume • Advertise Heavily • Talk About “Cub” Reporter • Dayton, 2009 Online PIO 101 Course Introduced

  9. ARRL NFL - EOC-ORS Program • Needs and Requirements of FEOC • WB4GHU, Chairman Section Traffic Manager • ARRL and NFL Requirements • Equipment: Good Antenna, Backup Power, Messaging Capability

  10. ARRL NFL MOUs • Review All Current MOUs • NWS • ARC • Complexity of Venues • Across Districts, County and State Lines

  11. ARRL NFL Data Base • Will be the Only Official Data Base • Will be Used for Deployment • Do not Have to be ARES or ARRL Member • Available to members of OCCA, MERT, Santa Rosa County, CERT, Alachua County

  12. ARRL NFL Data Base • Online Application Only, no Paper • Located at www.arrl-nfl.org • Only the Applicant Can Change His/Hers Own Data • Announcement Date TBA • Will Not Violate HIPAA Regulations

  13. ARRL NFL Data Base • SM, SEC, Selected ASMs will Have Full Access to Data Base • DECs Can Only View Hams Within Their District • ECs Can View Hams Within Their County • Individual Can View His Record Anytime • Maintains Deployment Records

  14. ARRL NFL – Promote Digital Comms • NFL is Working with New D-Star Groups • New D-Star Repeaters in PNS, PC, Jax • Now Established in Okaloosa, Orlando, Lakeland, Fort Laud, and Naples • State EOCs in Alabama Now Equipped • Georgia Close Behind

  15. ARRL NFL – Promote Digital Comms • D-Star in Sanford at 500 feet Now Being Established • Voice/Data Can Operate Simultaneously • Simplex, Through D-Star Repeaters and on Internet to Distant D-Star Repeaters • DRATS, Computer Based Data Program for D-Star

  16. ARRL NFL – Winlink 2K • Chairman, N0IA, Bud Thompson • Sponsors Online Course, Winlink 2K for Dummies • Committee is Setting Standards for Deployed Hams • NFL Promoting a RMS in Every Major Town and All Districts

While a lot has been done, much more needed, and we will continue to smooth out the road. • I especially want to thank the key folks who worked long hours to make the NFL ARES program appealing to the Orange County Communications Auxiliary to rejoin ARES. • Thank you for attending this forum.
