Phase 1 Materials Paints & coatings Solvents Oil filters Oil containers Single-use dry cell batteries Antifreeze Pressurized containers Fertilizers Pesticides MHSW at a Glance—Phase 1 Update • Approved February 2008 • launched July 1, 2008 • Residential & small quantity IC&I materials • 3 collection channels—municipal, commercial & automotive • Goal: expand accessibility & double recovery rate over 5 years

  4. MHSW at a Glance—Phases 2 & 3 • Minister’s letter received July 22, 2008 • amend MHSW program to include Phase 2 & Phase 3 materials

  5. Phase 1 MHSW—Municipal Collection (1) • Municipal Agreements • need to be signed by December 15 to receive retroactive funding to July 1 • expect approximately 100 agreements representing about 135 municipalities • as of early this week, 29 signed agreements (servicing 5M + population)

Phase 1 MHSW—Municipal Collection (2) • Materials Tracking System (MTS) • online cradle-to-grave tracking for all MHSW • municipalities required to enter Bill of Lading • triggers process for invoicing & payment to municipalities • reporting & invoicing webinar for municipalities held early October—presentation/Q&A available at: www.stewardshipontario.ca/mhsw

Phase 1 MHSW—Non-Municipal Collection Channels (1) • REOI for commercial & other organizations to collect paint, batteries & pressurized containers • Major retailers responding for paints, batteries • Institutions & community-based organizations for batteries • Projecting >225 new collection locations in 1st year

  8. Phase 1 MHSW—Accessibility Review • Year 1 review will help determine best approach to achieve long-term accessibility targets • Review will include • access to program by waste type • hours & days of program availability

Phase 1 MHSW—Transporting & Processing • Transport & processing incentive payment model for oil filters, anti-freeze, oil/AF containers • 24 processors & 34 transporters approved & registered for at least 1 MHSW • Companies selected to provide processing services for batteries, paints & pressurized containers (RFP process)

  10. Phase 1 MHSW—Stewards • 367 stewards registered • 1st quarter report & fees due by October 31 • Number of stewards reporting & filing fees growing daily • Estimate $7M in 1st quarter

  11. Research & Development • Initiating research & development for all streams • Identifying & testing 3Rs solutions

  12. Promotion & EducationDo What You Can • Interactive website—searchable by postal code, municipality, material • Information available for 60 municipalities • Municipalities will have online admin tool to update collection site/event information • Point-of-purchase brochure soon in stores

Promotion & EducationFunding Formula • Budget in approved plan: $600K • 10% ($60K) allocated for per capita distribution for post-December 15 signatories • $540K available for per capita distribution for pre-December 15 signatories • Municipalities with per capita resulting in less than $1K will be raised to $1K • Balance shared among others

MHSW Phases 2 & 3—Overview Phase 2 & 3 Materials • All batteries, excluding vehicle lead acid • Aerosol containers • Portable fire extinguishers • Switches that contain mercury • Thermostats • Pharmaceuticals • Sharps, including syringes • All other materials that meet the definition (Phase 3) • Phase 2 program plan due March 2009 • Phase 3 program plan due August 2009 • Will result in a single amended MHSW Program Plan—timing depends on government approval • Funding for amended program will be 100% steward responsibility
