  1. IUCN Secretariat in Europe is small • Gland – coordinaton of programme, constituency and finance • Brussels – gateway to EU institutions • Belgrade – support to Members and field activities primarily in trans-national protected area and other natural resources management in South East Europe • Tbilisi – support to Members and field activities primarily in forest and protected area management in the Caucasus • We do not envisage a large team of Secretariat staff to manage field projects in Europe • although we may need some additional staff to do our work more effectively. • The European Secretariat should support Members and National Committees in their work, and provide the links between Commissions, Members and global Secretariat programme staff.

  2. Ongoing IUCN Secretariat programme activities in Europe • Advice and support to DG Environment, including Red Listing and secretariat of European Habitats Forum (EHF) • Secretariat of EU Business & Biodiversity Platform, and involvement in EU Business & Biodiversity Campaign • Support to EU Parliamentary Intergroup on Biodiversity, together with EBCD • Biodiversity in EC Development Cooperation and fundraising • IUCN Europe website and other communications, including for overseas territories • Forest Law Enforcement and Governance (FLEG) in Eastern Europe and the Caucasus • Cross-border protected area and natural resources management in South East Europe • Cross-border natural resources management in Southern Caucasus • Biodiversity in EU Overseas Territories

Key programme areas where the European Secretariat has limited or no capacity Agriculture and food security Economics Energy and related issues Climate Change fisheries If Members want the Secretariat to work in these critical areas, we will need to create capacity, either through secondments and support by Members and partners, or through project funding.
