  4. Energy Access for the Rural Poor Facilitation Workshop and Policy Dialogue; Maputo, MOZAMBIQUE12 – 15 April, 2005 Tanzanian delegation drew members from POPP, VPO, MAFS, MEM and TaTEDO

Important issues discussed in Maputo • Importance of speeding up the poors’ access to modern & productive energy services; • How to operationalize the EU Energy Initiatives for Poverty Eradiation and Sustainable Development (EUEI). The EU Secretariat has proposed a € 250 million Energy Facility for EU Council’s consideration. The approval is expected to be out by January 2006; and • Should the EU Energy Facility be approved by the EU Council; how to access the proposed resources on a 50% cost sharing .

  6. Outcomes of Maputo Workshop and policy Dialogue The key outcomes of the workshop include: • The Maputo declaration which appreciates the potential role and contribution of EUEI in promoting modern energy services to the poor. The Declaration also endorses the proposed EU Energy Facility (EUEF); and • Participating countries’ Draft Action Plans on preparations for accessing the EUEF funds, should the Facility be approved.

Redraft and submit by Jan/Feb 2006 Tanzania draft Work Plan after Maputo • October 2005 • Stakeholder Workshop 2 • Organised by the MEM and Secretariat • Outputs • To discuss draft final proposal • Ratify the outputs • April 2005 • Project Identification Workshop • OUTPUTS: • Project Ideas for refinement • Workshop report (Ministry and other delegates) September 2005 Working Committee meeting to review the submitted proposals and provide feedback as well as the Agenda for the 2nd and final stakeholder workshop • May 2005 • Debriefing Meeting organised by the MEM • OUTPUTS: • Report back by delegates on the workshop outcomes • Identify and deliberate more inputs for proposed initiatives • Identify additional and relevant stakeholder to be brought into the process • Prepare ToRs for the representative Working Committee to be tasked with the further development of the proposals • Provide a shortlist of consultants to draft proposal (final appointment will be made by the Working Group) • Appoint a Secretariat to provide logistical support to WG • July-August 2005 • Drafting of the proposals by the appointed consultant • EUEI to provide support (technical and financial) • In the process of drafting, stakeholders are consulted • Draft ToR for the Working Committee • Prepare proposal format (in conjunction with EUEI) • Recruit/appoint a consultant to draft proposals • Receive and review draft proposals • Consult wider stakeholders • Prepare agenda for the 1st Stakeholder Workshop • June 2005 • Stakeholder Workshop 1 • Organised by the Ministry (logistics provided by the Secretariat) • Outputs • Discuss Project ideas (proposal format) • Buy in and commitment • Final ToR to the consultant to draft proposals

Maputo Workshop debriefing meeting 27 May 2005 Attended by POPP, VPO, MAFS, MEM, TaTEDO, Sida & EU Delegation • Brief presentation on Maputo W/shop • Discussion on Draft work plan • Need to Convene wider stakeholders meeting to deliberate on: • work plan • ToR for proposals solicitation consultant • Stakeholders meeting to deliberate on draft proposals The speed (timed work plan) to depend on resources availability – Euros 10,000 are expected from Riso Centre

Way forward in a nut shell • Prepare draft ToR for Project Proposal Solicitation Consultant • Convene a wider stakeholders meeting to: • Deliberate of draft ToR for the consultant • Draft work plan • Convene Stakeholders meeting to deliberate on draft project proposals • Submit agreed project proposals to EUEI once the EUEF is approved and operational
