  2. Uniform Definitions ( 14 & 36)Secondary Number Definitions • NARUC reviewed NRO-WG consensus definitions • NARUC made a few modifications and additions that were agreed to by NRO-WG • NANC adoption is requested.

  3. Pooling Update • Pooling Matrices • Matrix form should be modified to account for pooling as ordered in 2nd Report and Order • NARUC member assistance is requested in gathering data • Update

  4. Status of UNP Impact ( 231) • Work has not yet begun. • Group has focused on Secondary Number Definitions and Reserved Numbers • Deadline is November

Fees for Extensions of Reserved Numbers  25 NRO-WG AGREEMENTS REACHED • Under certain circumstances, end users should be allowed to retain their reservations. • There should be some disincentive, or criteria, that would dissuade all end users and all carriers from extending reservations for an unlimited period of time.

Fees for Extensions of Reserved Numbers  25(continued) NRO-WG Agreements Reached, Cont’d • There appear to be circumstances under which an extension of end-user telephone number assignments may be warranted. Such extensions should be limited in duration and subject to pre-set criteria that discourage use of such extensions. Any disincentive associated with granting of such extensions, as well as criteria for extensions, should apply at the end-user, not carrier level.

Fees for Extensions of Reserved Numbers  25(continued) Assumptions • Carrier will collect the fee. • The reservation extension fee will be greater than the carrier’s administrative costs in maintaining the reservation. • The fee must be large enough to provide a disincentive to reservation extensions. • Any revenue from fees charged for reservation extensions should not be retained as a windfall for carriers.

  8. Fees for Extensions of Reserved Numbers  25(continued) Assumptions (con’td) • Carriers will be permitted to recover costs. • Fees applied to reservation extensions must be recurring.

  9. Fees for Extensions of Reserved Numbers  25(continued) • ACUTA and NASTD letters encourage unlimited reservation extensions and they are willing to pay their “fair share.” • Work will not be completed prior to September NANC meeting.

  10. COCUS Requirements Document • Status of Document • Document being prepared as a standalone • Work continues, but document is not ready for distribution wider than NRO-WG • NARUC comments were discussed and NRO-WG looks forward to continued participation

  11. NANP Exhaust Assumptions • Agreement reached between NRO-WG and NeuStar regarding assumptions • Accommodate wireless carriers’ advice re pooling implementation date and reduction assumption • Assumptions must be modified after data is collected in August, 2000 and February, 2001
