  3. Need for Verification & Correction Module A very high number of households reported to have Members belonging to Primitive Tribal Groups (PTG), Members who are Legally Released Bonded Labor (LRBL), Members who are Manual Scavengers (MS) 2. In urban areas, data collected on numbers of occupational categories like beggars and rag-pickers are found to be unreasonably high. 3. Apparently wrong/ incompleteentries of Caste/Tribe name, e.g., “other”/ “open”/ “general”/ “OBC” / abbreviated caste name/ religion name, etc. have been found in enumerated data.

  4. Need of Verification Module The above type of errors have already been identified using Data view Module (DVM) Software and have been rectified through supervisors using Supervisory module. Data Verification and Correction Module Software can identify the possible errors pertaining to the above fields after completion of Supervisory module using DVM. Printouts of such errors identified through Verification and Correction Module will be taken and corrected by the Verifying Officers. Then the corrected files will be uploaded to NIC website before generation of Draft files. This stage is very important as it is the last stage of rectifying the possible errors before putting the data in public domain.

  5. Verifying Officer The District Administration shall appoint a government official as ‘Verifying Officer’ for the purpose of this module. They should be Above the rank of the ‘Supervisors’ engaged/appointed for SECC, or, In case such officials are not sufficiently available, Officials equivalent to the position/rank of ‘Supervisor’ should be appointed. In case these official/human resource is not available, then, ‘Supervisors’ appointed for SECC may be engaged as ‘Verifying Officer’, but they should be engaged outside the EBs/Cluster of EBs where they undertook the supervisory work.

  6. Pre-requisites of Verification & Correction Module All E-Files and S-Files to be uploaded to NIC Website. After uploading of E-File & S-File for a particular EB, both the files of that EB will be merged together and processedthrough the Verification & Correction Software in the NIC Website. If the data pertaining to that EB will have no error then no Verification file (V-File) will be generated. For that EB there will be no need to use Verification & Correction Module. If the data pertaining to the particular EB will have any of the errors discussed earlier then the V-File will be generated and the Verification & Correction Module will be implemented. Verification & Correction Module will be implemented only in those households in a particular EB where there is possibility of error. Depending upon the number of V-Files generated in a particular Charge Centre, the Verifying Officers will be identified by the Charge Officer.

  7. Implementation of Data Verification Module The Verification and Correction Module has to be implemented before draft publication. The household numbers with member details, EB numbers with their reported/enumerated data for the error households would be made available at the Data Charge Centers with the help of application software. There will be printed form for each of these households with earlier entry and space for new/verified entry. The District Administration will send one person (called the “Verifying Officer”) to those particular households and get the correct data from respondents in that printed form. Verifying Officer should be provided with the AHL & Layout map of the EB. The corrected data will be entered in the local Computer at the Charge Centre with the help of the application software and will be uploaded to NIC server. The Verifying Officer will not be accompanied by the Data Entry Operator or Tablet PC. Based on the Correction files uploaded to NIC, the draft list files will be generated by NIC to be used for Claims and objection procedure. The service provider CPSU would ensure the engagement of Data Entry Administrators (DEAs) in required quantity and quality.

Type of errors for Data Verification Module Households with following type of errors will be identified through Verification & Correction Module : For Rural EBs: Primitive Tribal Group (PTG) Legally Released Bonded Labour (LRBL) Manual Scavenger (MS) Wrong/ Incomplete entries for Religion and Caste/ Tribe name For Urban EBs: Main Source of Income as (A) Rag-picker (Code “0”) (B) Beggar (Code “1”) (C) Domestic Worker (Code “2”) (D) Street Vendor/ Cobbler/ Hawker/ Other Service Providers working under Streets (Code “3”) 2. Wrong/ Incomplete entries for Religion and Caste/ Tribe name

If a PTG Member • If any member of the household is from Primitive Tribal Group give the code “1” and if not give code “2”. • Note the following: • There are a total of 13 PTGs notified by the Government of India for State of Odisha which is in the next slide. • Carry the State list during verification process. • In SECC we are not counting PTG population but number of households reporting at least one PTG member. • All STs are not necessarily PTG. • If any member of the household reported that he/she belong to PTG, verify the name of the PTG with the State list. After satisfying him/herself, the household should be categorized as PTG household (code “1”) by the ‘Verifying Officer’.

If a PTG Member • Action Points for Special Officer, PTG Development Agency • The Special Officer, PTG Development Agency should sit with the Charge Officer before implementation of the Verification & Correction Module and to ensure that all the PTG households have been covered as PTG under SECC. • The Special Officer, PTG Development Agency to guide the Verifying Officers of the PTG Pockets for making entries in the Verification forms for PTG households. • Special Officer, PTG Development Officer are requested to pay their special attention on this module as this is the last stage of SECC before Draft Publication and they should ensure that the PTG households are enumerated properly in the PTG category.

  12. Case Study 1 : If a PTG Member • This Family has been declared as PTG till Supervisory Phase. • But the Caste name is not from the PTG list and also the Caste group is “Others”. • Verifying Officer will ensure by writing 1 – Yes, if agree or 2 – No, if dis-agree accordingly.

  13. Case Study 2 : If a PTG Member This is a household from Jharkhand, where 9 PTGs are listed, namely, Asur, Birhor, Birija, Hill Kharia, Korwa, Mal Paharia, Parhaiya and Sauria Paharia. Discrepancy: In this example, code against PTG is 2, but the caste/tribe names of all members have been recorded as ‘Parhaiya’ which is a Scheduled Tribe and a PTG. The corrections are required either in the entry against PTG, where the code will be 1, or the Caste/Tribe name of the member will be other than the 9 PTG names given for Jharkhand.

  14. Case Study 3 : If a PTG Member This is a household from Jharkhand, where 9 PTGs are listed, namely, Asur, Birhor, Birija, Hill Kharia, Korwa, Mal Paharia, Parhaiya and Sauria Paharia. Discrepancy: In this example, code against PTG is 1, but the caste/tribe name of no member is any of these 9 names. The Caste/Tribe name of all members has been recorded as ‘obc’. The corrections are required either in the entry against PTG, where the code will be 2, or the Caste/Tribe code of at least one member will be 2 and the caste/tribe name of that (those) member (s) will be one or the other among the 9 PTG names given for Jharkhand. Further note that the Caste/Tribe name has not been recorded for any of the members in this household. Thus, corrections in Caste/Tribe names are also to be carried out.

If a Manual Scavenger • SECC definition-manual scavenger is ‘a person engaged in or employed by an individual or urban local body or any public or private agency, for manually cleaning, carrying or disposing or dealing in any other manner with human excreta in an individual or dry latrine’. • Following are not Manual Scavenging • Open defecation • Cleaning household latrines • Cleaning institutional water sealed/ flush/two pit latrines as a paid job • Caste/Community should not be the base for declaring a household or a member as Manual Scavenger.

If a Legally Released Bonded Labour • “Bonded labor” means forced, or partly forced, labor under which a debtor enters, into an agreement to render, labor or service to the creditor either by himself or through any member of his family, for a specified period or for any unspecified period, either without wages or for nominal wages. So if a person provides labor or service to another for remuneration less than the minimum wage, the labor or service falls within the scope and ambit of the words forced labor under the constitution. • The Bonded Labour System stands abolished throughout the country with the enactment of Bonded Labour System (Abolition) Act, 1976. It freed unilaterally all the bonded labourers from bondage with simultaneous liquidation of their debts. It made the practice of bondage a cognizable offence punishable by law. • If a household has “Legally Released Bonded Labor” the district administration will have the documents of the process of releasing the person(s) from bonded labor. The District Administration may ensure that the data collected during SECC is in consonance with the official records . • If any member of the household is a legally released bonded laborer give the code 1 and if not give code 2.

If a Caste, Religion & Caste Name • The information collected with respect to the name of Caste/Tribe, particularly for the persons with Caste/Tribe status code ‘3’ were found to be incomplete or not amenable to further analysis. The main types of discrepancies found have been: • Use of generic terms like OBC, BC, general, open, other, etc. • Use of abbreviations, like CSI, LC, RC, RCBC, RCSC, SC, TGL, etc. • Use of surnames like Singh, Sharma, Verma, etc. which can be from various Caste/Tribes. • Use of area/ linguistic community names as Castes e.g. Assamese, Bihari, Bengali, Gujrati, Madrasi, Marwari, etc. • Repetition of religion name in both religion and caste/tribe name • In such cases, the actual caste/tribe names are to be ascertained from the corresponding household and re-recorded by the Verifying Officer in full. It is reiterated that abbreviated names should not be written. If a respondent intimates that she/he does not have any caste, then, code 4 is to be recorded in Caste/Tribe status code and a “X” is to be given in Caste/Tribe name.

  23. Case Study 1 : If Caste, Religion & Caste Name Error • This Family has 3 members and Caste name has been written as the same as the Religion name which is to be verified and exact name of the caste will be filled up in the space provided by the Verifier.

  27. Main Source of Income for Urban area • 01. Rag-picker- code “0”: • SECC definition- If the main source of income of the household member is by Rag Picking (to wander in search picking up rags from trash cans and public dumps as a means of livelihood) record code “0”. • It is observed that households members engaged in the business of waste news papers/ waste material purchaser are reported as Rag Picker. • Each of such Household members having Rag-picking as a Source of Income is to be verified and exact source of income to be entered.

  28. Main Source of Income for Urban area • 02. Beggar- code “1”: • SECC definition- If the main source of income of the household member is by begging (To wander in search of food or provisions) record code “1”. • It is observed in some cases all the households in the EB are recorded as beggar. • Each of such Household members having Begging as a Source of Income is to be verified and exact source of income to be entered.

Main Source of Income for Urban area • Domestic Worker- code “2”: • If the main Source of income of the household member is earned by engaging in part time or full time domestic services then give code “2”. • Part time or full time domestic services include employment of hired worker by private households for tasks including housecleaning, cooking, child care, and personal service. • If a person engaged in house cleaning, cooking, child care, and personal service in any public institution and business, including hotels and boardinghouses will be treated under this code “2”. • It is observed that household members engaged in household duties at their own household are recoded as domestic worker. Mainly any household members engaged in household duties at their own household should be classified under code “13” i.e. “No income from any source”.

  30. Main Source of Income for Urban area • 4. Street Vendor/Cobbler/Hawker/other service providers working on streets- code “3”: • SECC definition- If a household member is Street Vendor or Cobbler or Hawker or a service provider, working on streets and earns his main income by these activities then give code “3”. • Point to be noted • Street venders may be those household members selling items or providing services from a fixed shop/ place with proper vender license or wandering in the street like vegetable/fruit sellers. • Cobblers doing polishing and repairing of shoes and chapels either in a vender licensed shop or roaming in the streets for search of customer. • Any person working on street and earn main income or providing service like cobblers, key repairing/maker.
