  2. CLEAR UP THE RUMOR!! Yes, it’s true: I AM THE TIFI AD I AM A WOMAN And yes, I KNOW THE RULES……….. The Truth is out!

  3. Today: What we are here to do today: Review the Rules and make sure all Coaches and Athletic Directors are aware of what is excepted of them. What we are NOT here to do today: Argue the Rules. Like them or not, they are here for 2014 Change the Rules.

  4. Practice…Keepin’ It Legal • Before the first game: every day except Sunday • After the first game: three days per week • One & half hour per practice • Extra thirty minutes kicking practice • All teams must practice same time and day • Players must have 5 practices before playing in a game.

  5. Accidents and Injuries • Know your players. Do they have allergies? • Report all incidents to your President and AD • Incidents and Accidents need to be reported to TIFI.

Disciplining Players • TIFI Rules vs Club Rules • Game Day Discipline • Tifi Rule: If a player misses 2 practices in one week, they can not play in the game Saturday. • Benching a player for discipline • All players must receive the same punishment for the same infraction. Players can not be docked plays.

  7. Wiegh In: Rule 9.00 • 1st Game, 5th Game and Play Offs • New for 2014. Only players that were within 20 pounds of reaching the max weight • Know the Maximum Weights • Monitor Players that are Close to the Maximum • Photo Rosters must be present • Conducted by the AD, Head Coach or Responsible Team Representative • Home Team Scale vs Visitor Scale • Removing Equipment before weigh in

Wiegh In Cont…. • Absent Players • Tardy Players • Players over the Maximum Allowable Weight • Benched for the game • Participating at Practice • Reweighed • Penalties for playing is forfeit, fine and suspension • Penalty for negotiating or conceiving a weight: • $100 fine • Coach is suspended for the year.

Photo Rosters and Exchange Rosters • Photo Rosters • Must be present at weigh in • Must be present if a Photo Challenge is requested • Exchange Rosters • Must be emailed to TIFI AD by noon the Thursday before the first game • Must present and exchanged at every game. • Jersey number order. • Penalty for not having exchange roster • $50 fine and must produce Photo Roster • If no photo roster, the team will forfeit the game.

Minimum Play Rule • All players must receive 15 plays! • Exceptions: • Player is Absent or Ill • Player is benched for discipline (must be notated) • Injured during the game • Player arrives late to the game (player is to receive 4 plays per quarter that he/she is present) All notes must be made on the monitor sheet by the monitor

  11. Minimum Play Cont…. • What constitutes a play? • NOTE: A live ball is a ball in play. A dead ball is a ball not in play. A legal snap or kick produces a live ball and constitutes a play. A dead ball foul does not constitute a play. An illegal snap does not produce a live ball and is not a play. Example: If game officials stop a play in progress from being executed then there was not a play.

  12. Minimum Play Cont… • Monitor Board during Half Time • Tips: • Train your monitor • Check monitor sheets before signing them and leaving the team area • Monitor signature does not mean that all players got their 15 plays.

Minimum Play Cont… • Penalties for a player not getting 15 plays (Monitor sheets will be used to determine the number of plays a player receives). • $100 per player that doesn’t receive 15 plays • Team forfeits the game • Head Coach is suspended for the next game and must sit in the press box. • Player must receive double the number of plays that were missed in addition to the 15 in the next game.

Minimum Play Cont… • Errors on monitor sheets (NEW FOR 2014): If the club can produce a tape to prove that a player did in fact receive 15 plays, the penalties may be reduced: • If the tape is produced by Friday following the first game, the fine is reduced to $50 and the remainder of the penalty is placed on hold. • If after reviewing the tape, the player DID receive 15 plays, the rest of the penalty is waived. • If the tape proves the player DID NOT get the 15 or can not confirm innocence, the penalty will be accessed the game following the rule. • Fine increased to $150 • Coach is suspended for the next 2 games PURPOSE IS TO KEEP A COACH FROM TURNING IN A INVALID TAPE TO AVOID BEING SUSPENDED!

  16. Game Day • Water Boys: Age and how many • Chain Gang: Home team vs Visitors • Monitors • Half Time and Team Area • Spectators Area

  17. Sidelines & Coaches Deportment • Number on Sidelines • 7 coaches plus the AD • If the AD is listed as a coach on that team the Assistant AD can be the 8th person. If no Assistant is there, then the max number is 7. • Medic • Badges! Badges! Badges! • Cell Phones • Communicating with the Crowd • Leaving the Team Area

Coaches Conduct • Flag for Conduct • $25 for the first to the Club • $50 for the second, ect • Notated on the Monitor Sheet • No penalty to the team unless an official runs into a coach, then 15 yard penalty • Ejection • $50 • Coach is suspended for the next game • Failure to comply with ejection is a $100 and suspension until he appears before the conference.

  19. Unsportsmanship Like • Reported to the TIFI AD for punishment • Players displaying unsportsmanship like behavior can be penalized. • Winning margin of 40 points or more • Both Offensive and Defensive players must do what they can to prevent these winning margins • Coaches must appear before the eboard to explain the circumstances. • Penalties are accessed if unsportsmanship like behavior occurred

  20. Protest and Challenges • Challenges • Age Challenge (Birth Certificate Verfication) • Grade Verification • All 12 year olds must provide a grade verification to the TIFI AD 48 hours after the first game. • Placement on a roster involving reserve status • Photo Challenge • How to file a challenge and when • Fee for filing a challenge, $25 • Penalty to club if challenge is valid, $50 and forfeit if the game between the two clubs was played. Players is reassigned to the proper level. If a player fails a photo challenge, he is suspended indefinitely

  21. Protest and Challenges Cont.. • Protest • Protest can be filed for violation of any TIFI rule that could have impacted the outcome of the game. Can be made against a team, the club, or fans. • How to file a protest and when • Fee for filing a protest • Proof to substantiate the protest can be submitted in written accounts, video, pictures, or any other form. • Penalty: Decision will be made by the TFI AD and may result in a forfeit.

  22. Head Coach Tips… All Eyes on You • Know the TIFI Rules • Familiarize yourself with those that affect the Head Coach • Make sure your coaches have their badges.
