  5. Social Care (Self-directed Support) (Scotland) Bill Principles: • Involvement • Informed Choice • Collaboration • Respect for a person’s dignity • Respect for a person’s right to participate

  6. Social Care (Self-directed Support) Bill Local authorities must offer 4 options: • Direct Payment • Individual chooses their support (sometimes known as an Individual Budget or Individual Service Fund) • Local authority chooses and arranges service • Mixture of the above.

  7. How to make a bill in 7 ‘easy’ steps • Minister presents the bill in Parliament • Health and Sport Committee takes evidence • Stage 1 debate • Stage 2 debate • Stage 3 debate • Royal Assent • Becomes law…2013? Regulations & Guidance
