Change Management • Plan: • What you are going to change, what sort of outcomes do you want, who is involved, what are the limits to the scheme? • What are the current performances, how do they compare to other Benchmarked sites? • Can you start with a prototype, see how that works and then roll out a new scheme? • How far can you go corporately without and with external guidance. Change Management • Do: • Try a new way of working, see what happens, monitor resources, outcomes, issues, resolve some as they occur. • Collect information, a mixture of ‘hard data’ and opinions, see what the public opinion is, can they see a change? • Talk with all parties involved, what can you learn from their experiences? Change Management • Check: • Examine all the information you have gained from the trial, are there some issues you didn’t expect? • Did some processes improve, but not as much as they could do? • What was the cost benefit of the change?   10. Change Management • Act • Learn from the change, can you improve on the last model? • Should this be rolled out for the whole service? • Should you conduct an improved trial? Streetscene Agenda • The target should be to integrate service delivery to get the maximum VfM from resources, irrespective of delivery methods. • Tightly restrained professionality will work against optimum working. Streetscene Agenda • For Unitaries and Waste Unitaries • Challenge: What you do, how you do it, are you getting VfM out of what you do? • I have seen 3 examples of LA’s getting less than half the potential capacity from recycling, and then investing in further schemes. Recyclates cost £200+ per tonne! • Analyse Data deeply: See how you compare to neighbours and national costs. Why are you dearer?
