  1. Information Policy ChangesTo improve transparency on transmission line derates Citigroup Energy Inc. Constellation Energy Vitol Inc.

Background • NERC alert issued last year • Requires transmission owners to inspect field conditions around their lines and derate lines that cannot operate at their designated ratings due to actual conditions. • Inspections ongoing now. • Derates and outages have occurred as a result of these inspections

  3. Problem • While outages are published on a timely basis on ISO website, there is not good transparency on derates • Only public information on line derates is the information included in monthly FTR models. • Monthly publishing of this information is not frequent enough to meet the needs of those transacting in the market on a daily basis.

  4. Information Policy Issue • The Information Policy is not clear about whether near-term transmission limits can be published. • Section 3(a) lists information that is considered public: • Transfer limits used in planning are considered public information. • The Policy notes that these limits do not include near-term transmission models or transfer limits used in system operations or real-time limits from the control room energy management system.

  5. Proposed Change • Section 3(a) Clarifications: • Clarify that the ISO may publish certain information, on a weekly basis, related to derates that result from compliance with the NERC alert. This information includes: • Affected transmission line • Original line rating • New line Rating • Expected date of remediation (restore to original rating)

  6. Discussion • The proposed change would allow the ISO to release transmission derate information to the public on a weekly basis. • The ISO has expressed willingness to do this if these changes are approved. • The information would be treated as CEII (Critical Energy Infrastructure Information). • (Only those with CEII clearance would have access to it).
