Working Group Objectives To provide an on-going forum for DoD and the commercial satellite communications (SATCOM) industry to discuss potential improvements to policies, programs and processes for enhanced mission assurance of SATCOM services used in support of the Department of Defense and U.S. national security interests.

    4. Working Group Oversight Principals Co-chaired by USecAF/DoD Executive Agent for Space (Dr. Sega) Commander, U.S. Strategic Command (Gen Cartwright) Includes key senior civilian and joint military SATCOM leaders Receives annual updates in joint meetings with industry CEOs Senior Steering Group (SSG) Co-chaired by Director, NSSO (Maj Gen Armor) Director, Global Ops, USSTRATCOM (RADM Williams) Senior service SATCOM leads serve as advisory members Reviews working group progress and results on a periodic basis

Working Group Structure Government membership Senior staff and action officers from SSG organizations Military services, defense agencies and other federal agencies may fully participate in deliberations Industry participation Government presentations open to all industry representatives with appropriate clearances Consultations with sub-groups and individual firms as required on specific issues

Spacecraft Close Approaches Problem: Close approaches between DoD and other satellites is an increasing concern Over 300 satellites in Geo belt; ~2 – 3 new com’l launches per month Problem: DoD “Conjunction” mitigation procedures did not include interfaces to industry Lack of ability to contact non-DoD spacecraft operators Procedures not explained, nor tested with industry CFE program not adequate for emergency needs Solutions Underway Commercial SATCOM Phonebook (Version 1 Fielded) Internal DoD Procedures now include interface to industry Informal contact procedures Clearances for key industry personnel Secure means/methods of communication

EMI/RFI Engagement Problem: Purposeful and inadvertent EMI/RFI remains a significant and growing issue for DoD and industry Increasing number of SATCOM users and EMI/RFI events Separating “wheat from chaff” requires close interfaces Solutions Underway Shared threat situational awareness with cleared industry Formalize requirements and procedures via contracts Planning and execution of exercises Shared engagement strategies with industry Need increased, persistent emphasis on: Rapid, effective detection, reporting, and characterization Prevention

Key Mission Assurance Capabilities Protection Floors Operations Security Clearances -- U.S. SECRET (or higher) clearances for staff having access to OPSEC sensitive data Satellite Operations Clearances -- Staff with U.S. or allied SECRET clearances who can effect satellite operations available at all hours Information Assurance -- Command uplink encryption compliant with DoD Directive 8581.1E Electromagnetic Interference/Radio Frequency Interference Geolocation Access to EMI/RFI geolocation capability (organic or contracted service) Best efforts made in response to USSTRATCOM geolocation requests Network Operations Floor Situational Awareness -- Real-time monitoring and fault reporting NetOps Selectable Situational Awareness -- Access to real-time spectrum monitoring data Sources: NetCentric Functional Capabilities Board, 21 Feb 2006, and DISA PL8221, 30 Mar 2006

Deliverables Annual reports from Senior Steering Group to Principals on status of: Compliance of DoD commercial SATCOM services with warfighter requirements for Protection and NetOps Sharing and protection of critical infrastructure information Between and among U.S. government and U.S. industry With operators and authorities in allied and friendly nations. Operational planning for collaborative preparedness and incident response Efforts to sustain sovereign rights of space-based U.S. and allied SATCOM systems ECD: 15 Jan, with presentation to Principals in Feb Recommendations on possible improvements Analyses of other issues identified by Working Group
