  3. What is the SRG C-IED? DHS and FBI developed the SRG C-IED, a consolidated reference guide of IED incident preparedness information for stakeholders, including: • An overview of IED threats and consequences • C-IED concepts and a set of common C-IED goals and objectives • Guidance for IED preparedness planning • Links to Federal Government C-IED tools and resources • Annexes for high-risk stadiums, entertainment venues, outdoor events, and hotel/lodging facilities The SRG C-IED is intended for stakeholders who can play a role in countering IEDs, including: • State, local, tribal, and territorial governments • Law enforcement • Private sector organizations • Facility owners/operators • Fire/EMS services • Emergency management The SRG C-IED provides several benefits: • Distill IED and C-IED concepts into actionable information • “Raise all boats” to help stakeholders play a role in IED security/resilience • Enhance nationwide planning and preparedness for IED incidents

  4. Common C-IED Goals The SRG C-IED introduces 10 C-IED goals that stakeholders can review, analyze, and consider for implementation in order to reduce the overall risk posed by IED threats.

  5. SRG C-IED Overview of IED Risks and C-IED Goals The SRG C-IED helps readers understand the IED threat and identifies common C-IED goals and tasks to implement activities for countering IEDs. Intro to IED Risks C-IED Goals IED Characteristics C-IED goals Typical Event Timeline Case studies that provide information on previous IED incidents C-IED guidance and recommended actions Potential Consequences Links to C-IED resources and information

  6. SRG C-IED Planning Process and Resources The SRG C-IED walks through C-IED preparedness planning process and aligns supporting resources with each C-IED goal. Planning Process Resources Example Resource Alignment • 6-Step Process • Goal 1: Use information to inform IED-related physical security, law enforcement, and emergency response activities. • Resources: • TRIPwire • Fusion Centers • Stakeholder lists for planning that reflect the • C-IED goals • Goal 2: Identify and report IED-related suspicious activity. • Resources: • National Suspicious Activity Reporting Imitative (NSI) • If You See Something, Say Something™ • Goal 3: Prevent the acquisition of explosives and explosive precursor chemicals for use in IEDs. • Resources: • Bomb-Making Materials Awareness Program (BMAP) • HME Recognition Guide • Planning scenarios applicable to many stakeholders

  7. SRG C-IED Annexes Additional annexes to the SRG C-IED provide amplifying information to assist stakeholders with performing C-IED activities specifically applicable to their industry. Main SRG C-IED Annexes for Hotel/Lodging, Outdoor Events, Public Assembly, and Stadium/Venue stakeholders
