CBC overarching aims • CBC promotes cooperation between • EU countries and neighbourhood countries sharing a land border or sea crossing • several EU and neighbourhood countries which, for example, are part of the same sea basin. Cross Border Cooperation (CBC) supports sustainable development along the EU’s external borders, helps reducing differences in living standards and addressing common challenges across these borders.

  3. Why a ENI CBC programme? CBC ADDED VALUE • Providing common solutions to common challenges (whether in the field of health, research and education, transport or sustainable energy) through CBC projects; • Enhancing mutual understanding across the borders through CBC projects; • Opening greater opportunities for people in the border regions through CBC projects.

  4. Why a CBC project ? Common challenge to be jointly tackled Results of projects jointly designed for mutual benefit on both sides of the border are sustainable only through joint actions The problems identified can be solved more efficiently jointly, instead of individual regions or countries acting alone Solutions to be jointly identified Solutions are jointly developed going beyond the results independently achievable in the involved regions/areas Real and balanced partnership All partners have to actively participate in the project according to their functions and competences The cross border working approach should be reflected in the project outputs Joint implementation

From ENPI CBC 2007-2013 to ENI CBC 2014-2020 - Black Sea Basin Programme - • Great interest in BSB Programme 2007-2013: • 368 projects submitted • 62 contracts concluded • Budget increased by the EC with 11 million Euro recognizing the importance of the Programme as an instrument for facilitating cross-border cooperation. • Excellent cooperation among partner countries leading to stable partnerships; • Common multilateral experience – used for moving forward to the BSB Programme 2014-2020.

  6. What changes? • more focused objectives and indicators; • more concrete and visible results; • more accent on sustainability • increased responsibilities for national authorities as programme management structures

  7. Buget 2014-2020 • increased budget with 40%; • common budget (EU contribution = ENI + IPA) ENIBuget : 39 mil. Euro IPABuget : 10 mil.Euro • Total funding 54 mil. Euro (EU + 10% co-financing) pooledtogether

Eligible area 2014-2020 Bulgaria: NUTS II regions of Severoiztochen, Yugoiztochen; Grecia:NUTS II regions of Kentriki Makedonia, Anatoliki Makedonia Thraki; Romania:NUTS II region ofSouth-East; Turcia:NUTS II equivalent regions of TR10 (İstanbul), TR21 (Tekirdağ, Edirne, Kırklareli), TR42 (Kocaeli, Sakarya, Düzce, Bolu, Yalova), TR81 (Zonguldak, Karabük, Bartın), TR82 (Kastamonu, Çankırı, Sinop), TR83 (Samsun, Tokat, Çorum, Amasya) and TR90 (Trabzon, Ordu, Giresun, Rize, Artvin, Gümüşhane); Ucraina*: Odesa, Mykolaiv, Kherson, Zaporosh’ye and Donetsk Oblasts, Crimea Republic, Sevastopol; Rep. Moldova, Georgia, Armenia:the whole country. *General EU restrictions on cooperation in Crimeea and Sevastopol regions are applicable to CBC, as provided for in the ENI CBC Programming document

Promote coordination of environmental protection and joint reduction of marine litter in the Black Sea Basin Increased awareness on environmental challenges and good waste management practices related to river and marine litter within Black Sea Basin Improved availability of cross-border compatible environmental monitoring data and information within Black Sea Basin Stronger cross-border business opportunities in the tourism and cultural sectors in Black Sea Basin Increased cross-border links for trade and modernisation in the agricultural and connected sectors in Black Sea Basin
