  2. Objective of the Development Checklists • Provide a concise list of elements for 4R PS&E development. • Provide consistency among PS&Es. • Identify the point when key activities crucial to the advancement of the PS&E should be completed.

  3. Checklist Milestones • 15% • 30% • 50% • 70% • 95% • 100%

  4. Use • Each checklist progressively advances the project elements. • Activities required to advance the design to the next phase are included to place emphasis on completing those activities at the appropriate time.

  5. Use • The originator initials each element that is completed, marks “I” for incorporation, or marks N/A if element is not applicable. • Having the originator validate that they have completed each element allows a significant number of those elements to be advanced without further review.

  6. 50% DEVELOPMENT CHECKLIST 4R Projects Only Originator: “INITIAL” in block to indicate those elements completed, including incorporation of data, place an “I” in the block to indicate those elements that are incomplete, or write “N/A” to indicate those elements not applicable to the project. Resubmit the checklist as necessary until all applicable activities are complete. POST 50% ACTIVITIES Activities to be conducted between the 50 and 70 percent reviews so data can be incorporated into the 70% PS&E package. ORIGINATOR (Initials) Revise the horizontal and vertical alignments and all other elements of the work that affect the final footprint; update the footprint impact; and submit the plan & profile sheets and cross-sections for review and approval prior to finalizing the right-of-way plans B3-Structural Design and Check Final TS&L (client approval) Provide final TS&L to Hydraulics and Geotechnical for final investigations

  7. Changes • Key design element are advanced into the 50% & 70% submittals • Reduced effort has been built into the 95% & 100% submittals • 95% PS&E is considered advertisement ready • 100% PS&E is essentially a delivery checklist

  8. Results • Lessens the last minute massive design effort • Provides for a complete review package at 70% • Controls the advancement of development and identifies causes for slip. • Improved Quality

  9. Location of Checklists • The checklists are located under the Design Resources tab on CFLHD’s website found at http://www.cflhd.gov/resources/design/index.cfm.

  10. What’s Next • Development of a 4R PS&E review checklist that provides a complete record of the elements reviewed. • The checklist identifies those elements that are key to the quality of the PS&E. • Does not include the minor elements that are validated by the Development Checklists.
