  3. This presentation seeks to provide members of the Portfolio Committee with an update on South Africa’s Hosting of the AU Summit on the African Diaspora . The African Diaspora dialogue is at the epicentre of the discourse around the search for strategies to decisively deal with the problems of poverty, underdevelopment and the marginalisation of the African continent.The 2nd AU Assembly recognised the importance of the African Diaspora as an important tool in building and strengthening the African Union and dealing with the above problems. • The African Diaspora dialogue is at the epicentre of the discourse around the search for strategies to decisively deal with the problems of poverty, underdevelopment and the marginalisation of the African continent. • The 2nd AU Assembly recognised the importance of the African Diaspora as an important tool in building and strengthening the African Union and dealing with the above problems. 44

The Summit, further expressed a desire for the African Diaspora to be institutionalised as the 6th region of the African Union.South Africa was mandated to host an African Diaspora Summit by the African Union (AU) during the January 2006 Executive Council Meeting held in Khartoum, Sudan.  • The Summit, further expressed a desire for the African Diaspora to be institutionalised as the 6th region of the African Union. • South Africa was mandated to host an African Diaspora Summit by the African Union (AU) during the January 2006 Executive Council Meeting held in Khartoum, Sudan.  55

Pursuant to the postponement of the 2008 Summit, South Africa crafted a new roadmap for the hosting of the Summit in 2012.South Africa elaborated on the Summit roadmap during the July 2010 AU Summit.The roadmap is predicated on the hosting of a Technical Committee Meeting of Experts, followed by the Ministerial Meeting and the Summit in 2012.South Africa has formally proposed the African Diaspora as a standing item at the AU Summits leading up to the 2012 AD Summit. -The objective being to ensure coordination and endorsement for South Africa’s central role in articulating both content and logistical planning for the Summit. • Pursuant to the postponement of the 2008 Summit, South Africa crafted a new roadmap for the hosting of the Summit in 2012. • South Africa elaborated on the Summit roadmap during the July 2010 AU Summit. • The roadmap is predicated on the hosting of a Technical Committee Meeting of Experts, followed by the Ministerial Meeting and the Summit in 2012. • South Africa has formally proposed the African Diaspora as a standing item at the AU Summits leading up to the 2012 AD Summit. -The objective being to ensure coordination and endorsement for South Africa’s central role in articulating both content and logistical planning for the Summit. 66

Branch Africa Multilateral is seized with the responsibility to ensure a successful implementation process of the roadmap. The process is intended to foster a coordinated and unified approach as well as to solicit buy-in and cooperation amongst all stakeholders. This Modus Operandi is based on the engagement and participation of Internal, Regional and External stakeholders. Additional to Africa Multilateral being the Focal Point the following Missions are deemed as key in dealing with the African Diaspora Discourse and are targeted for a AD consultation planned for by the Ministerial meeting. Africa - Ghana, Kenya, Tunisia, Malawi . Nigeria could also be considered because of its large population, intellectual power and migratory power.Caribbean – Cuba, Trinidad and Tobago and JamaicaLatin America- Brazil, Venezuela and ColombiaEurope- England, France, Belgium, Italy, Netherlands and SpainAsia and the Middle East – Thailand and FijiNorth America- Canada and the USARevamping of RCCsCertain capitals of the above regions will be visited to ensure that there are On the Ground Structures so that there is sustainable formThus far the North American preparatory meeting has assured RSA’s hosting of the support of Mr. Harry Belafonte, Congressional Black Caucus, Bishop Noel Jones, the World Bank and others. • Additional to Africa Multilateral being the Focal Point the following Missions are deemed as key in dealing with the African Diaspora Discourse and are targeted for a AD consultation planned for by the Ministerial meeting. • Africa - Ghana, Kenya, Tunisia, Malawi . Host an African Diaspora Ministerial MeetingObjectivesThe Ministerial will consider the policy recommendations coming out of the expert meeting for Summit adoption as well as finalise the Summit declaration.It is proposed that the Ministerial be hosted in New York on the margins of UNGA. The advantage will be:Ensure better attendance of Ministers in the AU, Caribbean and Latin AmericaMediate Host Country costsProvide prominence and elevation of the African Diaspora Discourse within issues of global significance Ensure a positive public projection of the African DiasporaSynergise with UN declaration on 2011 being A Year of Peoples of African Descent • Host an African Diaspora Ministerial Meeting Objectives • The Ministerial will consider the policy recommendations coming out of the expert meeting for Summit adoption as well as finalise the Summit declaration. • It is proposed that the Ministerial be hosted in New York on the margins of UNGA.
