  1. WMO World Meteorological OrganizationWorking together in weather, climate and water Review of relevant documents to the WMO capacity development activities www.wmo.int

  2. Strategic Plan (2012-2015) Strategic Thrust 3 Expected Result 6

  3. Strategic Plan (2012-2015) Strategic Thrust 3 encompasses: • The need to improve infrastructure and systems operated by NMHSs • The need to improve human resources

  4. Strategic Plan (2012-2015) The main objectives of Strategic Thrust are to • Focus attention on the education and training needs of NMHSs • Increase awareness of the socio-economic benefits of NMHSs • Assist NMHS managers in effective communication with stakeholders • Assess and address NMHS training needs • Expand the number of strategic partnerships • Enhance resource mobilization

  5. Technical Commissions

  6. Technical Commission (CBS) CBS CIMO CHy CAS CAeM CAgM CCl JCOMM Areas for capacity building: • GOS. • WIS and WIGOS • Data processing and Forecasting Systems • SWFDP • Ensemble Prediction Systems and Applications • PWS Methods to consider include: • E-learning as an efficient and cost-effective tool in training NMHS staff. Commission for Basic Systems Abridged report,2009

  7. Technical Commission (CIMO) CBS CIMO CHy CAS CAeM CAgM CCl JCOMM The Commission: • encouraged regional associations to inform CIMO on the needs for capacity-building activities to support their Regional Instrument Centres. Abridged report,2010 Commission for Instruments and Methods of Observation

  8. Technical Commission (CHy) CBS CIMO CHy CAS CAeM CAgM CCl JCOMM WMO Strategy on Education and Training in Hydrology and Water Resources (2009-2012) is in place Objectives of the Strategy are to: • Assist Members in assessing their own education and training needs in HWR; • Provide adequate education and training to personnel of the NHSs; • Assist Members in developing/updating national curricula in HWR; • Optimize the use of available resources and mobilize extrabudgetary resources. Commission for Hydrology Abridged report,2008

  9. Technical Commission (CAS) CBS CIMO CHy CAS CAeM CAgM CCl JCOMM The goals of the GAW capacity-building efforts are to: • Conduct GAW training and education activities in developing countries for “start-up” training and beyond including workshops • Promote twinning relationships between countries with less experienced station personnel and established atmospheric scientists Commission for Atmospheric Sciences Abridged report,2009

  10. Technical Commission (CAeM) A Coordinated and WMO-wide effort required to successfully implement the Standards for the qualification and competencies of personnel in AeM. Essential CB components for implementation would be • A combination of approached (train the trainers, blended learning etc) • Resource mobilization • Intensive cooperation with training institutions • Intelligent use of modern communication methods CBS CIMO CHy CAS CAeM CAgM CCl JCOMM Commission for Aeronautical Meteorology Abridged report,2010

  11. Technical Commission (CAgM) CBS CIMO CHy CAS CAeM CAgM CCl JCOMM • Training and education in AgM are of great importance to Members, particularly LDCS and developing countries. • The need for new guidelines for curricula in AgM. Commission for Agricultural Meteorology Abridged report,2010

  12. Technical Commission (CCl) CBS CIMO CHy CAS CAeM CAgM CCl JCOMM A comprehensive CB strategy and implementation plan needed. CCl CB strategy should have the following core components: • Institutional mandate in climatology • Establishing and strengthening climate infrastructure • Human resource development • Qualification and certification of climatologists Approach • Resource mobilization • Development of an action plan Commission for Climatology Abridged report,2010

  13. Technical Commission (JCOMM) CBS CIMO CHy CAS CAeM CAgM CCl JCOMM Areas for Capacity Building: • Marine Safety • Coastal Hazard Forecasting • Ocean Forecasting Approach • Training workshop • Summer School • Publication of training materials • Development of an action plan Joint Technical Commission for Oceanography and Marine Meteorology

  14. Technical Commissions (Summary) CBS CIMO CHy CAS CAeM CAgM CCl JCOMM Overall approach • Some Commissions are taking strategic approach. • Others rather ad-hoc Components • Identification of Gaps in Capacity • Infrastructure and Human capacity Method • Education and Training, including Guidelines • Resource Mobilization

  15. Regional Associations

  16. Regional Association I Overall • Capacity building for policy makers • Development on human and institutional resources in NMHSs. Areas for Capacity Building Observation, analysis and application of weather, water and climate information to development Regional approach would be beneficial. RA I RA II RA III RA IV RA V RA VI RA I Strategic Plan 2012-2015

  17. Regional Association II Regional Outcomes corresponding to WMO Expected Results 6. • The formulation of capacity assessment and development plan • Maintenance of highly-qualified staff • Maintenance/implementation of a structured training plan • Access and use of e-learning materials • Professional certification of Staff Continuous education programmes • etc RA I RA II RA III RA IV RA V RA VI RA II Strategic and Operating Plan 2011-2015

  18. Regional Association III Overall approach • Maximize the use of exciting cacabilities in the region • Strengthen the capacities of all members • Regional approach • Cooperation with other regions. RA I RA II RA III RA IV RA V RA VI RA III Strategic Plan 2011-2014

  19. Regional Association IV RA IV strategic plan aims to • develop resources and expertise to produce weather services and products • develop climate services • strengthen services related to: disaster mitigation and prevention; environmental monitoring; hydrology and water-related assessment and management • Upgrade and modernize their services including infrastructure, technology and human resources RA I RA II RA III RA IV RA V RA VI RA IV Strategic Plan 2011-2014

  20. Regional Association V Regional Outcomes corresponding to WMO Expected Results 6. • Regional and national meteorological and hydrological services are more effective • Education and Training Development activities at national and regional levels are improved • Donor funding is coordinated and effective RA I RA II RA III RA IV RA V RA VI RA V Strategic and Operating Plan 2012-2015

  21. Regional Association VI There is a need to build capacity in order to meet the increasing demands for more comprehensive services, and CB will be done by • Assessing the gaps in knowledge and capabilities to meet requirements; • Setting up the appropriate collective actions/projects to fill the gaps; • Ensuring that the Region and its NMHSs have the right people with the right skills to achieve their objectives.
