Progress ofM&E NPCS Coordination Taskforce Activities • M&E NPCS Co-TF meetings have been held regularly so far. • M&E Trainingsunder the management of the NPCS Coordination Taskforce in 1st half of the 3rd year are: • TOT on Facilitation skills and Log-Frame Approach to Planning; • Annual M&E Plan experience sharing workshop; • Statistical Data Analysis Workshop for Impact Evaluation; and • Training in Japan. • Field monitoring visit to field survey on two Policy/Program Evaluations was also implemented. • In addition, preparation of 3-year rolling M&E plan was successfully completed.

  6. => Total 770 officials are trained by total 30 trainings at three levels (NPCS, Ministries, and Districts) (as of the end of July).

  7. => Total 17 field monitoring visits were conducted by the support of SMES2 and total 136 officials joined (NPCS, Ministries, and Districts).

Progress ofM&E Sector Coordination Taskforce Activities • Taskforce Meetings and MDAC meetings were conducted with and by each of the partner ministries in the 1st half of the third year. • M&E training were conducted by each Ministry. • MoFALDhas conducted trainings in Web-based Reporting System at the central/regional levels through matching fund between their own budget and SMES2. MoAD, MoE, MoFSC and MoPIT conducted their own training based on their own needs. • Field monitoring visits were conducted by MoAD, MoPIT and MoE which provided good opportunities to share the information with the district/project stakeholders. • Through these activities, the M&E annual plan of the respective ministry is being implemented as scheduled.

Progress of M&E District Coordination Taskforce Activities • Based on the discussion during the 1st District Co-TF Meetings, it was decided to conduct a collective workshop on the common issues in March 2014. • M&E trainings contributed to improve the district-level monitoring activities; to improve the vertical reporting of monitoring results (from District to Ministries and then to NPCS); and to produce resource persons for future trainings and field monitoring visits in pilot districts. • After the trainings, the ToT on VDC-Level Reporting System was conducted with a strong initiative of MoFALD, and district trainers (15 DDC officers and 5 VDC secretaries) were trained. • Field monitoring on P1 and their own projects were actively conducted at each District. • Annual M&E Plan was prepared and implmentd by all five Districts.

Progress of Coordination Mechanism • JCC meetings and the NPCS Coordination Taskforce meetings have been regularly held so far. • Furthermore, NPCS M&E Division worked seriously to revise the Result Based M&E Guidelines and produced “National Monitoring and Evaluation Guidelines”. With SMES2 support, the Nepali version (4,000 copies) and English version (2,000 copies) were printed and distributed governmental-wide as well as nation-wide. • In addition, the report, named “Enhancing Evaluation Capacity in Nepal: Proceedings of a Series of Three Meetings”, which included the result of 4th Monitoring and Evaluation Policy Forum (September, 2013), was published and distributed widely(UNDP-SNPMC support).

  11. 5. Policy and Program Evaluation • With the leadership of the M&E NPCS Coordination Taskforce, Third Party Evaluations of the two programs/projects have been conducted in the 3rd year.

  12. 7. Other activities • JICA Nepal Office hosted the training (“Impact Evaluation & Excel Statistical Analysis”). SMES2 team planned the contents and provided an instructor(Total 23 participants). • In addition, SMES2 team attended the meetings of Output 7 Group of LGCDP II regularly and contributed to its discussion.  

  13. 6. Public Relations • As for public relations, the Project’s Website has been developed (www.smes.org.np) and providing key documents; including minutes of meetings (MMs), training materials, training reports and the SMES2 project reports and newsletters. • In addition to 5 Newsletters published in 1st and 2nd years, 2 more Newsletters have been published in the 3rd year so far.

  15. Ways Forward • The focus in 2nd half of the 3rd year are: • Promotion of utilization of M&E results for policy and budget formulation. • Institutionalization (internalization) of each activity of SMES2. • Holding regular Taskforce meeting at each level. • Conduct 2more rounds of M&E trainings at each agency. • Conduct field monitoring visit at each agency. • Review Annual M&E Plan at each agency. • Complete third party evaluations • Conduct 5th Policy Forum • Conduct Internal Terminal Review
