Background • Several efforts made in the past could not yield desired results • Reason was due mainly to lack of interaction and partnership in projects and programmes • Investments became wasteful since installed facilities could not achieve desired services • Outcomes were wastages, constant replacements and rehabilitations and in some cases duplication in an attempt to find a lasting sustainable solution • Sanitation faired worse because it had no one to speak for it • Set targets were difficult to attain since non-could guarantee services would last beyond a few months after installation of facilities

Background contd… • Without interactions and partnerships attaining the MDG and any other targets would become a tall dream • Hence sector coordination was included as one of the eight (8) goals of the MDG because of its importance • It has therefore become necessary to institutionalize mechanisms for partnership at National/Donor/NGOs, states, LGA and community levels • This will inculcate sense of ownership and instinct for maintenance, investments would become useful, wastages would reduce, apathy would cease and livelihood would improve.

  4. Sector Coordination Framework • Goal • To develop national and international partnerships for the purpose of harmonizing approaches

  5. Sector Coordination Framework • Main Objective • to provide sufficient potable water and adequate sanitation to all Nigerians in an affordable and sustainable way through partnerships and participatory investment by the three tiers of government, Donors, the private sector and the beneficiary

Sector Coordination Framework • Specific Objectives: • To promote Interaction among sector stakeholders in order to reduce duplication and ensure effective and profitable investment in the sector • To promote monitoring of application of the Policies to activities of the various organizations • To promote appropriate financial Flow Channel for effective investment. • To promote harmonization of project implementation approaches • To ensure sustainability of installed facilities through strengthening of WASCOMs

Proposed Outline ofthe Coordination • Establishment of a Division within the Ministry of Water Resources to serve as Secretariat • Linkages at the Federal Level with Government Establishments • Linkages at the Federal Level with all sector Operators including Federal Government Agencies, Development Partners, NGOs, NAS, Private Sector, etc. as National Steering Committee

Outline Contd • Linkages among the Development Partners – Donor Coordination • Linkages between the Federal and the States, LGAs and possibly the Communities • Promotion of interactions among the State establishments. - State Steering Committee • Promotion of interactions between the state and the LGAs and among the states • Promotion of interaction within each LGA - LGA Management Committee

Outline Contd • Promotion of interactions between the LGA and the Communities and among the LGAs • Promotion of interactions within the community - WASCOM • Promotion of interactions at project/ policy level between all relevant stakeholders- Project Implementation Units • Promotion of interactions among the NGOs (NGO Coordination – Network), for effective interaction with the Federal, states, LGAs and Communities

Achievements so far • A framework for sector coordination in WSS prepared • Sector Coordination Division has been created in the Dept of WSQC to serve as the Secretariat • The Framework is being reviewed by stakeholders • Three Donors Coordination meetings have been held since Dec 2005 with an agreement reached by members to hold meetings quarterly

Achievement Contd • The National Level Coordination (National Steering Committee) has been launched by Hon Minister of Water Resources this August • Some State Steering Committees are in place but need to be strengthened to institutionalize sector coordination mechanism • In conjunction with WaterAid Nigeria, an NGO Network known as NEWSAN with five (5) zonal Coordinators is being set up • A workshop is being planned for the Network and to develop appropriate modalities for government support to NGOs

Way Forward • Develop strategy to draw funds from windows of financing within either the EU Water Initiative, Dutch Initiative for Africa, NEPAD • Sector Coordination is about good governance and needs sustainability with the states, LGAs and Communities. Hence the suggested funding for projects • Select states to pilot sector coordination for assessment of approach

Way Forward Contd • Hold a workshop to perfect Sector Coordination framework for application • Disseminate all existing policies to the states and sensitize them to adapt and internalize the policies for effective implementation • Produce and disseminate the Coordination framework through workshops, Advocacy visits, etc. • Conduct trainings for states officials on sector coordination

  24. Conclusion • Coordination is essential to addressing complex and inter-linked water problems as well as provide well-coordinated constituency to push for water supply and sanitation issues on the country’s development agenda. • It also provides a unique forum for the exchange of ideas aimed at harmonizing principles and a better understanding of the level of resources flowing to other sectors and how to attract more funding to the water sector
