Strategic Planning 101 • Strategic planning is an organization's process of defining its direction and supports performance-based resource allocation. • Vision – Documents an envisioned environment; a desired end state that an organization can inspire to achieve… • Mission (Optional) – Documents overall function/purpose of an organization with respect to the vision… • Goals – Documents (at a high-level) what needs to be accomplished in order for the vision to be achieved… • Objectives - Documents (at a more detailed level) what needs to be accomplished in order for the goals to be achieved… • Strategies – Documents how the goals/objectives will be achieved…

Strategic Plan Development • Identify Stakeholders/Audience (Leverage Regional Architecture) • Establish Vision/Mission • Determine Existing Environment (Leverage Regional Architecture) • Determine the Δ between the Existing Environment and the Vision (Needs Assessment) (Leverage Regional Architecture) • Identify Goals that address Needs • Identify Measurable and Temporally Constrained Objectives that address Goals • Identify Strategies that address goals/objectives • Get Buy-in from Key Stakeholders • Update relevant Plans (e.g. the regional architecture, regional LRP/CMP)

Strategic Plan Use & Maintenance • It is important to consider how the strategic plan will be used; otherwise the document will sit on the shelf. • Manage MOITS activities • Guide MATOC activities • Input to regional CMP • As the environment and needs change; the strategic plan should change accordingly. • Consider regular updates
