CPV REGULATION & IMPLEMENTATION • Using of CPV codes became mandatory in Europe from • December 16, 2003 • by the entry into force of the • European Community Regulation no. 2151/2003 • when it was concluded that Member States need a • UNIQUE REFERENCE SYSTEM • that uses the same description of goods, services and works in the official languages ​​of the Community, and the same corresponding alphanumeric code thus enabling overcome language barriers at EU level.

CPV REGULATION & IMPLEMENTATION • Using CPV codes become mandatory in Republic of Moldova since • 11 august 2012 • by the entry into force of the • Regulation on the • Common Procurement Vocabulary (CPV) • approved by • Government Decision no. 837 of 11.11.2011 • Implementing Regulation on the Common Procurement Vocabulary (CPV) is made ​​within 9 months from the date of approval of the Regulation on the basis of an action plan developed by the • Public Procurement Agency

CPV REGULATION & IMPLEMENTATION • In accordance with above-mentioned Government Decision until 11 August 2012 was: • Developed and implemented an action plan. • Developed and implemented a training plan. • Developed and distributed a practical guide on CPV. • Organized and conducted with support of UNDP consultant 43 training seminars. As a result, 1590 Contracting Authorities were instructed on identifying and selecting the appropriate CPV Code. • Modified drafts of standard documentation according to the provisions of Government Decision.

CPV REGULATION & IMPLEMENTATION • In accordance with above-mentioned Government Decision until 11 August 2012 was: • Prepared a draft on amending and supplementing certain decisions of the Government in order to adjust the Public Procurement Law in accordance with CPV Regulation. • Designed and developed a module for generation of statistical indicators and reports based on CPV codes. • IntegratedCPV into the Information System "State Register of Public Procurement". • Published all materials (training plan, Practical Guide in English and Russian, Common Procurement Vocabulary (CPV) in the state language and Russian) on the official web page: www.tender.gov.md.

  8. e-GP IMPLEMENTATIONEvolution 2009– Approval of technical concepts, Start of development 2010– Moratorium on the use of resources allocated for implementation of the National Strategy "Electronic Moldova". 2010– External evaluation of implementation process (European Commission support), technical audit of business processes and security features 2011– Identification of funding and resumption of development and adjustment of the system October 2012 – Launched in pilot mode with participation of 34 contracting authorities (central public authorities)

  9. e-GP IMPLEMENTATIONImplemented functionalities • submitting the invitation (initiation of tender procedure); • approval the publication and publication of the invitation; • amending/approval of amendments on tender documentation; • registration of the participants to the tender procedure; • online accesing of the tender documentation; • communicationwiththe bidders; • offers registration; • generation of the reports on the conduct of the tender procedure; • registration of the contracts.

  10. e-GP IMPLEMENTATIONImplementation results Starting with 1st of October 2012 by 34 contracting authorities were initiated and carried out 354 tender procedures. Till 1st of April 2013, within the system were registered 1901 participants on the tender procedures and1311 offers. The system vas visited 19680 times.
