National Budget 2012-13 “Is prepared with climate change integrated”

This project, implemented by Oxfam and the CSRL National Budget, aims to address the multidimensional impact of climate change in vulnerable countries like Bangladesh. National Budget 2012-13 “Is prepared with climate change integrated” • Why we are crying with this issue? • Bangladesh is one of the most vulnerable countries due to multidimensional • impact of climate change; • > Increasing sea level rise could be inundated at least 17% of our land • > Intrusion of Salinity (being observed as increasing trend according to the research of BIDS recently) • > At least 30-40 million people would be displaced affecting with different negative incident of climate change • > Extreme weather events would be increase and those will be cause of massive damage of life asset • > Production of crops might be hampered 10-30% in future

National Budget 2012-13 “Is prepared with climate change integrated” Why the climate integratedbudget is essential - Given highest priority in the strategic plans; - Vision 2021 and SFYP > Growth 8% by 2013 > Food Self Sufficiency by 2012 and Food Security by 2021 > 100% enrollment in education by 2010 and literacy by 2014 > 100% water and sanitation by 2014 - Global food politics (Experience SIDR) - Climate change displacement & management as future concern - Institutional capacity increase

National Budget 2012-13 “Is prepared with climate change integrated” Align with global efforts combating climate change impact - In Cancun at COP-16 an Adaptation Framework was adopted in order to secure an institutional and financial support for vulnerable countries. - The climate summit in Durban (COP-17) agreed to make substantial steps in order to further put into action the initiated processes globally and to scale-up adaptation activities in respective countries.

Part II- Investing in Energy and Resource Efficiency- identifies seven sectors: Manufacturing, Waste, Transport, Renewable Energy, Buildings, Tourism, and Cities Part III- Supporting the transition to a global green economy- describes three means to the stated ends: Modeling, Enabling Conditions, and Finance

National Budget 2012-13 “Is prepared with climate change integrated” Is the national budget reflected as climate adaptive? - The national budget 2012-13 doesn’t reflect any mechanism on how the climate change adaptation would be integrated with different ministries and development plan and activities. - Despite giving of heights strategic priority, the ministries and their national budget merely shown any integrated plan of action through budgetary allocation

National Budget 2012-13 “Is prepared with climate change integrated” Who are the responsible for saving the country? - Is the MOEF solely responsible combating climate change effect? - Government has prepared the BCCSAP-2009 which is working as “stand alone”, because of following the project-base financing strategy.

National Budget 2012-13 “Is prepared with climate change integrated” • Major observation • > No policy priority in financing according to the thematic development strategy • > A major portion of finance is going to the mitigation (21%) where our priority is adaptation. • > Some project seen contradictory with thematic area of BCCSAP • > Is there are people participation, is there any space of people oriented monitoring in local level • - To be set policy priority where the funding will be made from BCCSAP

National Budget 2012-13 “Is prepared with climate change integrated” Mass Orientation on BCCSAP or People alternatives combating climate change impact Steps and methodologies are followed; - Translated the BCCSAP into bangla - Orientation to the divisional organizers on objective and methodology of the workshop - Copies sent to the stakeholders at division level - Six divisional workshop are held where different level of stakeholder participated and provided their opinion - 24 FGDs (four FGD in each division) held at climate hot spots with vulnerable people. Total Participants in FGDs were 389.

National Budget 2012-13 “Is prepared with climate change integrated” Agriculture and govt. budgetary measures (Sample observation) - Problem to be faced in future > Food self-sufficiency and Food Security > Production loss 10-30% due to changing climate > Water and irrigation crisis severely > Salinity and soil fertility mgt. > Depleting indigenous verities of rice and other subsistence options for our people

National Budget 2012-13 “Is prepared with climate change integrated” - But budget allocation is bleak and seen very inconsistence with government Vision 2021 and even SFYP > Total allocation 8911 cr. (Non dev 7669 cr. and development budget 1242 cr.) > Only 20 project is taken (among 117) in ADP related climate change > Net budget allocation through ADP 300 cr. Where only adaptation need at least 2100 cr. investment in agriculture sector this year (WB study) > No investment allocation on research in this year.

  17. National Budget 2012-13 “Is prepared with climate change integrated” • Education and skill • > Total project 83 in ADP • > Total 7215 cr. allocated but there found nothing in relation to CC (institutional capacity building human resource and knowledge and skill development) adaptation.

National Budget 2012-13 “Is prepared with climate change integrated” We demand; - All ministries will have to be internalize the climate change issues very seriously and have to be integrated with their yearly development plan and actions - Capacity will have to be strengthening all of our concern ministerial in terms of knowledge, planning and implementation level. - Budgetary allocation have to be made according the strategic plan and in the line of actions - Budget format should be changed so that it will be easily understandable to all concern that how climate issues has been integrated

National Budget 2012-13 “Is prepared with climate change integrated” - BCCSAP should be considered as a matter of integration in national planning and budgeting, it should not be treated stand alone document which implementation is only lying with MOFE. - All ministry must prepare a document as a climate change adaptation issue to be integrated and to be published for public scrutiny. - Prime Minister herself should oversee the coordination and integration of climate adaptation issues.

National Budget 2012-13 “Is prepared with climate change integrated” • - Climate adaptation is a local issue, so in relation decentralization of • administration, people participation in whole project cyclone (ie, project • preparation, monitoring, implementation and evaluation) should be a • matter. • - In this regard meaning full participation of local government is seems a • indispensable requirements. So, we propose there should be some • experimentation on Zila and Union level climate adaptation planning in this • regard. These will also help for an enhance level of local resource • mobilization.
