Present developments (Govt. intervention) • GNHC spearheading development of Evaluation Protocol and Guidelines (2nd Draft circulated) • This Protocol and Guidelines – elaboration of the 2006 NMES Manual, aims at institutionalizing evaluation system in Bhutan • To improve relevance of NMES Manual 2006 in the current context • Further, this Protocol and Guidelines shall also apply to evaluation of Policies as well Panel in SLEvA conference, 25 July 2013

Latest developments (Public intervention) • Formation of Evaluation Association of Bhutan (EAB) – joint effort of GNHC and UNICEF-Bhutan Office • First meeting on 11 July 2013 • Around 30 members already …and increasing!! • Membership representative of wide spectrum of the society • 11 July Meeting: 5 working groups identified out of the existing members • Debate on Legal issues!! Conclusion • Necessary framework and legal infrastructure in place, • Conceptualize the Evaluation processes • Transmit and disseminate skills and ideas of Evaluation • Institutionalize the evaluation system (through Policy Guidelines & Protocol) • Promote evaluation culture and networking • Materialize VFM of our development activities which are mostly donor-funded • Takeaways from the meeting back home.
