  10. Conformity Assessment • One of the primary objectives of the ITU is to promote the capacity of conformity assessment internationally • Conformity assessment activities include: Testing, Surveillance, Inspection, Auditing, Certification, Registration, Accreditation etc.

Interoperability issues • One of the primary objectives of the ITU is to provide for the interoperability of telecommunications equipment internationally • Interoperability involves testing to ensure compatibility with existing equipment or new equipment • ITU Standards (Approximately 3 300 standards) • GSC (Global Standards Cooperation) • ETSI (European Telecommunications Standardisation Institute)

Case Study: TANZANIA Institutional Arrangements • Government is responsible for strategic Policy guidelines for development of the communications sector • The Tanzania Communications Regulatory Authority (TCRA) is responsible for regulation of Postal, Broadcasting and Electronic Communications sectors • Operators are responsible for building, maintaining info-communication infrastructure, providing efficient and affordable ICT services to Tanzanians (rural & urban) • Consumers expect affordable, accessible and good QoS and good QoE

Interoperability Testing Concepts • The Equipment Under Test (EUT) • The Qualified Equipment (QE) • The EUT and QE come from different suppliers OR from two different product lines • The interoperability tests are performed at interfaces that offer only normal user control and observation • Interoperability tests are based on functionality as experienced by the user • The tests are performed and observed at functional interfaces e.g. MMIs (Man-Machine Interfaces), Protocol Service Interfaces and APIs (Application Programming Interfaces)
