  2. Why Accreditation? • GPDV endorses voluntary participation in external review & accreditation against national/international standards as an appropriate method for divisions to demonstrate that they have operational systems of a standard to support the achievement of quality outcomes

  3. Why Accreditation? • Commitment to Continuous Quality Improvement • A ‘hands on’ approach to developing our knowledge and understanding of national quality standards • Ensuring we use industry accepted best practice approaches

  4. Which accrediting bodies? 2003 Australian Council for Safety & Quality in Healthcare received a Standards Setting & Accreditation Review & Report • ISO9000 (International Standards Organisation) • Quality Improvement Council (QIC) • Australian Council on Healthcare Standards (ACHS)

  5. Divisions Review • That a national performance system be established by the Commonwealth, in time to be included in new funding agreements from 1 July 2004 • Attachment A: • by 2008 DoHA will be expecting accreditation • between 2004-8 divisions wishing to be considered as high performing might choose to undertake voluntary accreditation

  6. Victorian Divisions Accredited to date • Accredited Divisions • North West Melbourne Division (ISO) • Whitehorse Division (QIC) • Reviewed and awaiting finalisation of accreditation • Dandenong Division (QIC) • Inner Eastern Melbourne Division (QIC)

  7. What did we do in Victoria? • Survey of divisions re CQI/accreditation (16/30 respondents) • Introduction to Accreditation workshop March 2004 (19/30 attended) all 3 accrediting bodies presented • Two CQI network meetings since: • CQI principles & practice • Standards & systems for financial governance, and for OHS • Frameworks for Policies & Procedures • Panel discussions with those already accredited

Victorian Divisions Preparing for Accreditation • GP Association of Geelong • Central Bayside Division • Knox Division • Melbourne Division • Mornington Peninsula Division • North East Valley Division • Western Melbourne Division • Westgate Division • And at least six others who will register and begin within the next 12 months

Issues for the Review Implementation Committee • Growing support within Vic divisions for voluntary participation in nationally recognised quality review & accreditation programs • Divisions having undertaken external assessment means that the peer review system (p.27 of Govt. Response to Review) is redundant • Accreditation should be a necessary step in meeting the criteria for high performance

Issues for the Review Implementation Committee • Having met national standards and having been reviewed by an independent review team, there is no need for micro-management of the detail expected in the OBF template (still a need for audited financial statements and reports) • External review is a cost to the organisation-on the other hand, there are savings to the program in the reduced need for peer review

Issues for the Review Implementation Committee • Generic national & international standards are relevant for divisions, and have been useful • Additional standards could be developed for common areas of the work of divisions: • As providers of Continuing Professional Development to GPs & practice staff • In GP practice support and • In information management systems development & uptake at the GP practice level
