Office: 801-571-3991 Fax: 801-571-2688E-mail: info@wcwid.OrgWebsite: www.wcwid.orgJuly 2009 CHANGE IN INVOICE FORMAT As discussed in the last few newsletters, all residential meters have been upgraded or replaced to allow more accurate measurement of water usage. The new radio read meters can been read on a monthly basis and takes less than a day’s labor to collect data. In addition, the meters now read in gallons of water used instead of cubic feet. As a consequence, beginning this month a new format is being used for your water bills. The bills reflect the amount of gallons of water used and is laid out in a similar, and we hope, a clearer fashion. Also, because billing rates have been adjusted to reflect gallons instead of cubic feet, bills now reflect more exact numbers for cost of service. Thus, instead of bills being rounded to the nearest dollar, the bills are rounded down to the nearest penny. If you have any questions about the billing format, please feel free to call the office during business hours. CONSUMER CONFIDENCE REPORT Starting on the back of this page, is the District’s Consumer Confidence Report for last year. This report, sometimes called the Annual Water Quality Report, is sent to every customer of the District to let them know the overall quality of the water system and to notify them of any water quality problems the system may have encountered in the prior year. The report is a requirement of the Safe Drinking Water Act. As noted in the report, the District’s water continues to be of such high quality that there is no need to treat it with chemicals, such as chlorine, or to otherwise filter it to ensure its safety. Further, the mineral makeup of the District’s deep well water ensures its pure and clear taste that is so envied by other water systems. BOARD OF TRUSTEE ELECTIONS On November 3, 2009, an election will be held for two trustee positions on the District’s five member Board of Trustees. To file as a candidate for a Trustee position, a resident must file a Declaration of Candidacy in person at the offices of the District, 999 E. Galena Drive, Sandy, Utah 84094 during regular business hours (8 a.m. to 5 p.m.) Between July 1, 2009 through July 15, 2009. A candidate must be at least 18 years old, a resident of the District and be a registered voter at the location of his or her residence. NO TAXATION This past month, the Board of Trustees unanimously voted, once again, to not impose a property tax on the residents of the District. Instead, the District will continue to rely solely on its water rates to meet the needs of the District. Further, as noted in last month’s newsletter, water rates are not being raised. To the contrary, any change in rates as a result of the District’s change from cubic feet to gallons is to the residents’ benefit. See Amended Rules & Regulations, effective June 1, 2009. [A typo Rules & Regs mailed last month, on the “PUD Rate w/lots less than 4,500 sq. ft.,” has been corrected to reflect an allowance of up to 5,250 gallons of water for the minimum charge, along with other minor changes.]

  2. White City Water Improvement District2008 Water Quality Report The White City Water Improvement District (“District”) is pleased to provide the 2008 Annual Water Quality Report. We are, once again, able to report that our drinking water meets or exceeds Federal and Utah State drinking water health standards. The District routinely monitors for constituents in our drinking water in accordance with Federal and Utah State laws. The District is dedicated to providing safe drinking water and we depend on you, our customers, to assist us in protecting the safety of our water resources. The Board and Staff consistently strive to provide you with excellent water and service. Our goal has always been to provide an approved and dependable supply of drinking water. The District’s wells are all located within the District’s service area. All water used by the District is obtained from our wells, which draw water from deep aquifers. As a matter of District policy and Utah State Division of Drinking Water (“DDW”) requirements, the District actively monitors its water for contaminants as set forth in the accompanying White City Water Improvement District Data Sheet 2008 (“Data Sheet”). The schedule when to monitor for various contaminants is determined by DDW rule. All tests have been taken on a timely basis and we are pleased to report no violation of DDW requirement(s) has occurred. All sources of drinking water are subject to potential contamination by constituents that are naturally occurring or are man made. Those constituents can be microbes, organic or inorganic chemicals, or radioactive materials. All drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that the water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline at 1-800-426-4791. Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by cryptosporidium and other microbiological contaminants are available from the Safe Drinking Water Hotline 1-800-426-4791.

  3. 2008 Water Quality Report Cont. The District has emergency supply contracts for water from Jordan Valley Water Conservancy District (“JVWCD”) and Sandy City (“Sandy”). There was no need to use those contracts during 2008, and no water was taken from either JVWCD or Sandy. Consequently there is no requirement, under applicable rules of the DDW, to provide within this report the contaminant data sheets provided to us by JVWCD or Sandy for water supplied by their systems. Copies of those data sheets are available from JVWCD and Sandy City. If you would like to review either the JVWCD or Sandy data sheets, please contact the agencies directly, Drinking Water Source Protection White City Water Improvement District’s Drinking Water Source Protection Plan is available for your review at the District office. It contains information about source protection zones, potential contamination sources, and management strategies to protect our drinking water. Potential contamination sources common in our protection areas are parking lots, commercial and recreational areas, roads, residential areas, waterways, etc. Additionally our wells have a low susceptibility to potential contamination. We have also developed management strategies to further protect our sources from contamination. In conclusion, the District is committed to take whatever steps are necessary to ensure you receive top-quality water.
