BLM Policy Updates • 2011 BLM National Aviation Plan (NAP) • Tentative release date – early March • Emphasis on utilization of BLM Exclusive Use contract aircraft to increase efficiency and effectiveness • All Resource helicopter Managers meet IHOG Chpt. 2 requirements, not IAT requirements • Major format revision • Appendices: • Updated Cargo Letdown Protocols & Training record • BLM 9400 Aviation Management on-line • http://www.blm.gov/nifc/st/en/prog/fire/Aviation/avlibrary.html • Departmental Manuals (DM’s) revision pending (Still) • Unclear when new DM’s will be issued • OPM’s to be re-issued under old authority • When DM’s are released, OPM’s will be re-issued to reflect changes

BLM Aviation Program Updates • BLM Financial system converted to Financial Business Management Systems (FBMS). • Charge code strings now up to 38 characters long. • New AMD-23E (Electronic) for utilization in AMS coming soon. • http://www.blm.gov/nifc/st/en/prog/fire/Aviation/Airops.html • Aviation Management System (AMS) • Internet based aviation payment system for DOI. • Electronic entry system of both Fleet and Non-Fleet (Vendor) aircraft usage reports. Contractor required to enter/confirm data. • Built in query and reporting engine allows reporting on anything entered from AMD-23s. • Major implementation issues in 2010 • IBs to be issued in the spring of 2011 communicating changes to AMS process & Procedures

  5. Changesto AMS Government representative to complete and sign AMD-23E. Original, signed AMD 23E provided to vendors. Vendors responsible for AMS input and attaching original/signed AMD-23E to AMS input. Bureau/Office signature on AMD-23E serves as certification of services received. Bureau personnel will NOT function as electronic Submitter, Validator or approver in AMS. No paper invoices accepted for payment at AMD. Bureau offices will retain the ability to run reports and query AMS data. AMD-23E will be available by the end of March.

BLM Aviation Program Updates (Cont.) • 2011 ex-use FIRE helicopter fleet overall #’s same as 2010 • Continued platform performance upgrades • T-3 Target specs: 970 Lbs HOGE @25c &7,000 • 9 type II (4 in Fairbanks, Apple Valley, Twin Falls, Boise, Burns and Lakeview) • 14 type III (3-AS350B3, 4-AS350B2, 3-BHT 206L4, 2-AS350BA & 2-B407) • 5 Cargo Letdown programs this year • Ely, Tooele, Rifle, Moab, Lakeview,. • FY 2010 EU helicopter fleet flew 5,921 hrs. (Includes AK EU Resource Flight data) • 434 IA • 2 Million Gallons Suppressants delivered • 15,476 Passengers • BLM Aviation Leadership Development Program • Intent is to build aviation management expertise at the field office level. 2 year program • Interest announcement should be advertised late spring of 2011

BLM Aviation Program Updates (Cont.) • All severity aviation resources including Exclusive Use contract extensions to be executed using the existing request for severity funding process. • Variable Term SEAT will not be available this field season. SEATs will be available on the On-Call contract. • DOI On CALL (CWN) T-3 Helicopters. 2011 Contract. • AFF now required • C-16 Project Requirements: CO can negotiate pricing. • Typically aerial ignition or seeding • Advanced request to CO • C20.1.1: “Ordering entity is responsible for conduction, documenting in writing and submitting to the CO individual project cost comparisons and Contractor selection rationale.” • C-21 Revised “Orders for Service” Be sure to read prior to utilization • C-33.5 Helicopter services ordered without a fuel servicing vehicle • National CWN T-1 & T-2. Changes coming to ordering procedures for DOI…..Stay Tuned!

Incidents & Hazards • 4- Dragged or dropped external loads • 18 -Communication issues: Flight Following; Equipment issues; Frequency congestion • 2 -Incidents with Potential: Bucket in powerline and fixed wing fuel exhaustion • 4 -Fixed wing mechanical induced precautionary landings • 5 -Pilot duty day violations • 7 -Weather related: 2 precautionary landings; 2 causing damage to aircraft while on the ground • 3 -Longline: 1 longline over a skid; 2 incorrect swivel configurations.
