  3. DATABASE OF SECURITIES MARKETS DATA (DOS) INTRODUCTION As the securities market regulator, the Securities and Exchange Board of India (SEBI) collects/stores myriads of data. Further, a lot of data is also collected/stored in the websites of the various intermediaries/stakeholders/market infrastructure institutions (MIIs)/research oriented organizations/other authorities.

DATABASE OF SECURITIES MARKETS DATA (DOS) NEED FOR THE PROPOSED “DOS” SEBI needs to have some internal unified ‘database’ of its own with all the relevant data related to the securities market which may include the market data which is publically available but scattered across websites of the various intermediaries/stakeholders/others and some regulatory data which SEBI obtains as part of reporting requirements by entities in the securities market.

DATABASE OF SECURITIES MARKETS DATA (DOS) RBI DBIE IS SIMILAR TO PROPOSED “DOS” The Reserve Bank of India (RBI) has a ‘Database on Indian Economy’ (DBIE) accessible at https://dbie.rbi.org.in/DBIE/dbie.rbi?site=home It is extremely useful in making policies and also in analyzing the impact that a particular policy has made as one can easily do ‘event studies’ with the data before and after the policy is implemented. It is also useful in data scrapping for research and development relating to a specific policy/regulatory framework.

  8. DATABASE OF SECURITIES MARKETS DATA (DOS) RBI DBIE ACCESSIBILITY The RBI officials can access the DBIE (some of the data is on role based access). Majority of the data in the DBIE is available in the public domain disseminated through the DBIE website link maintained by the RBI. Specific datasets may be made accessible to researchers/others on request.

DATABASE OF SECURITIES MARKETS DATA (DOS) DATA ACCESSIBILITY FOR PROPOSED “DOS” It can be proposed to be accessible by all SEBI officials (obviously there can be role based access also) and will be very helpful in making informed policy decisions and framing apt regulations. Some of the datasets can be made accessible to the public. Specific parts of the data may be made available for researchers.

DATABASE OF SECURITIES MARKETS DATA (DOS) MAJOR POINTERS AND USE CASES The implementation of DOS will be very helpful in maintaining a data-lake that would useful in maintaining all the data for a long term in a structured manner at one place for efficient database management. SEBI will be able to use the data for better discharge of its’ regulatory as well as developmental functions. This will augment more research and development.
