  2. PHMSA’s Mission To protect people and the environmentfrom the risks inherent in the transportation of hazardous materials by all modes of transportation.

Current Packaging Activities • New Accident Investigation Team in Oklahoma City • Death, injury and other significant incidents • Improve accuracy & relevance of PHMSA data collection through root cause analysis • Enhance risk-analysis through by tracking emerging trends and near misses • Identify emerging risks & recommend agency action (outreach, rulemaking, etc.) • Share recommendations & lessons learned both internal & external

Current Packaging Activities • Third Party Laboratories (TPLs) • Currently 19 TPLs • DelValCo (PHL), Westpak (San Diego) and Compadre (Austin) did not renew • No technical changes to CAA requirements since 2018 (safety-critical items) • 2020 Third Party Laboratory Meeting at Army Laboratory (first since 2007)

  5. Current Packaging Activities • Packaging Training for PHMSA Staff • Revamped Non-Investigator Packaging Course for HQ Staff held August 2019 • Practical HMR Packaging Understanding and Application for transportation specialists, regulatory specialists, engineers, scientists, and analysts • New Investigator Advanced Packaging Course in Development • Focus on Field Observation of Testing during Oversight Activities • To be taught by PHMSA Training Staff at Army Laboratory

Current Packaging Activities • PackSys Packaging Testing Database • Army to Commence Loading of all Project Data Since 1996 (750+) • Alternative Validation Testing (AVT) • Three AVT projects completed YTD (28 projects since 2009) • All projects conducted by manufacturers at their test facilities • Non-traditional Packaging Manufacturer Outreach at Army • Prototype Testing and Voluntary Validation Testing at Army • Open to any interested UN Packaging Manufacturer

  7. Current Packaging Activities • Regulatory Petitions for Rulemaking • Proposal to Allow “USA” Mark on Foreign Designs Tested by PHMSA TPLs • Hazmat Safety Consulting, LLC. • Proposal to Extend Periodic Retesting to 5 Years • IPANA, RIPA, SAAMI
