  3. What’s New? • New 719 Series Application Forms • Post-Shutdown: National Maritime Center Announcements & Extensions • Direct Submission of Medical Certificate Applications • Application Transfer from REC to NMC

National Maritime Center Announcements & Extensions • Merchant Mariner Credentials (MMC) and Medical Certifications (National Endorsements only) set to expire in December 2018, January 2019, February 2019, March 2019, or April 2019 remain valid until May 31, 2019. • Additional Information (AI) letters, Qualified Assessor (QA) letters, Designated Examiner (DE) letters, Proctor Approval letters, Approval to Test (ATT) letters, and mariner training completion certificates set to expire in December 2018, January 2019, or February 2019 remain valid until April 30, 2019. • Additional information/details at https://www.dco.uscg.mil/national_maritime_center/.

Credentials • Merchant Mariner Credential (MMC): • Licensed and unlicensed ratings; STCW endorsements • Additional endorsements printed on sticker sheets to be added • One expiration date for the entire booklet, even with endorsement stickers • Medical Certificate: • You MUST hold a valid Medical Certificate to use your MMC • You MUST monitor the expiration date of your Medical Certificate • Know the expiration dates and how they apply to your credential: • Pilot: 2 years- First Class Pilots • National: 5 years- US waters • STCW: 2 years- International waters

Transportation Worker Identification Credential (TWIC) • When do I need one? • Original- if this is your first application for an MMC • Reinstatement- if this is your first application since April 15, 2009 • No original application will be accepted at REC without TWIC or proof of TWIC submission • Register your occupation as a “Merchant Mariner” • What if I am renewing? • Renewal of TWIC is not required in some cases- if you are ready to renew your MMC and the TWIC is not required for your job, you have two options: • Mark the “TWIC Exemption” box on page 5 of your 719B application • Complete and submit a “TWIC Exemption” statement

MMC Renewal • For National (domestic ratings), there are four professional qualification options for renewal: • 360 days of creditable sea service during the last five years • Passing an open book renewal exercise • Completion of an approved refresher course (lower level only) • Employment as a qualified instructor or in a position closely related to the operation, construction, or repair of vessels

  11. Fees • How do I pay? • Submitting your application by post, email, or fax? Pay online with a credit or debit card at pay.gov • Include a printed copy of the pay.gov receipt • Applying in person? You can pay at the REC or online (ahead of time): • If paying online before your visit, bring a printed copy of the pay.gov receipt! • RECs can accept credit or debit cards, personal check or money order (make out to “USCG”) • Cash is NOT accepted • What do I owe? • Three possible fees to consider: • Evaluation (varies with level of credential), Issuance- $45, & Examination (varies with level of credential) • No fees for Medical Certificates or STCW-only applications • Common Application Costs: • Standard renewal without exams: $95 total; with exams $140 total • Original Officer Endorsement without exams: $145 total; with exams $255 total • Visit NMC fess page for more information: http://www.dco.uscg.mil/Our-Organization/Assistant-Commandant-for-Prevention-Policy-CG-5P/National-Maritime-Center-NMC/fees/

  15. Top Reasons for Delays at the REC • The use of the new MMC application form series is required as of January 1, 2019. We will no longer accept the old MMC forms. • Missing pages or forms • Missing signatures on forms • Missing or incorrect fees (if paying with pay.gov, the REC must receive a copy of the receipt) • Drug test issues (too old, not approved SAMHSA lab, not signed by MRO) • Random drug testing letter verbiage • If TWIC exempt, must mark exemption box on MMC application or complete a separate TWIC exemption statement
