Yves Morvan, d’Olivier Guichard (Pays de la Loire) et Yvon Bourges (Bretagne) Objectifs: transports, environnement, aménagement des territoires ruraux et littoraux, recherche et technologies, investissements, cabotage maritime. Constat : • Pas de modèle unique en Europe • Des approches géo-régionalisées • Contexte communautaire favorable • Des Etats prudents sur le financement – Conseil Transports • 5/12/2003 • Dans l’espace atlantique,le marché est difficile à apprécier : il faut donc stimuler le transfert modal pour « créer » le marché (interventions publiques)

Quelques conclusions : • Rôle à définir pour les partenaires : • organiser le partenariat Union Européenne – Régions – Etats : financement, choix des ports et des modalités • organiser un cahier des charges d’un service d’autoroute de la mer • stimuler les acteurs de la chaîne logistique à l’échelle interrégionale : un rôle pour les Régions
