Rescue 21 Accomplishments Accomplishments since last GMDSS Task Force Meeting: • Conditionally Accepted Sector Buffalo (29SEP11), adding 625 miles of coverage • Conditionally Accepted Sector Lake Michigan (01DEC11), adding 1,004 miles of coverage and completing the Great Lakes region • To date, Rescue 21 has assisted in more than 34,079 Search and Rescue cases, and this figure is increasing by an average of 900SAR cases per month CG-9331 | Mr. Eugene Lockhart | GMDSS Task Force Meeting | 11 January 2012

  4. Fielded Capability to Date (27 Sectors, 2 Groups) As of January 2012, Rescue 21 is operational at 27Coast Guard Sectors and 2 Groups and standing watch along 39,685miles of U.S. coastline. Rescue 21 Future Accomplishments • Future Accomplishments: • Will be Conditionally Accepting • Sector San Juan (JAN2012), adding 940 miles of coverage • Sector Honolulu (APR2012), adding 1,121 miles of coverage • Sector Guam (JUN2012), adding 125 miles of coverage • Total coverage miles will add in CY2012: 2,186 • In CY2012 will also complete outstanding towers in Sectors Boston, North Carolina, Buffalo, Lake Michigan, San Francisco, and Corpus Christi • At the end of FY2012, all prime contractor work will be complete • Rescue 21 will be deployed along 41,871miles of U.S. coastline (Continental U.S., Hawaii, Guam, Puerto Rico) CG-9331 | Mr. Eugene Lockhart | GMDSS Task Force Meeting | 11 January 2012

Problem: Difficulty obtaining and distributing encrypted keys and lack of radio infrastructure limited the probability for successful protected communications resulting in increased potential for security violations Solution: Use protected communications to enhance security of Rescue 21 voice communications by leveraging CBP’s centralized key management facility in Orlando Key Distribution: Primary key distribution is Over The Air Rekeying (OTAR) via Rescue 21. Very Small Aperture Terminal (VSAT) Background • Network outages are the largest source of down time for Rescue 21 • Single point of failures related to the T1 connection at the RFF are the greatest contributors to network outages • T1 related failures result in complete loss of Rescue 21 capabilities for the Sector at that RFF • Network failures at logistically challenged sites further lengthen outages RFF Martha’s Vineyard (Sector South Eastern New England) CG-9331 | Mr. Eugene Lockhart | GMDSS Task Force Meeting | 11 January 2012

  9. Purpose: Eliminate the single point of failure associated with the telecommunications link to towers in critical locations. Rescue 21 Delivering Value - Actual Case December 2011: On the evening of Dec. 06 the Sector Los Angeles/Long Beachcommand center heard an adult male hail "Mayday”on a VHF-FM marine radio, but were not given the location of the boaters in distress. The Rescue 21 system generated three lines of bearing from the radio towers that picked up the distress transmission, providing an exact Lat/Long position. This enabled the search and rescue controllers to triangulate the origin of the call. Using the information provided by the Rescue 21 system, the Sector was able to guide a MH-65 Dolphin helicopter and several boats directly to the distress scene. The command center also received an electronic notification from an emergency personal locator beacon 15 minutes into the launch, which further corroborated the initial position. Using the registered contact information the Sector contacted the boater’s wife. She was able to provide them with a description of the men, boat, route, and destination. On scene, the helicopter located four men floating in the water and rescue three. A 45-foot RBM arrived and rescued the fourth boater. All four boaters were transported back to safety where they were evaluated by EMTs and found in good health.
