Principle Objectives of SEERPIC • To Seek to minimise risk financing costs and maximise financial savings by purchasing as a consortium, wherever possible. • To identify areas of commonality between members and where practicable, align practice and procedure. • To share internal resources and pool information. • To support and complement National Public and Police Sector initiatives, such as those set out in the Gershon report 2004. • To support the Home Office recommendations for collaborative working.

  6. Achievements / Developments since 2004 • Joint Motor & Liability Contract, LTA expiring 30th September 2009. Currently 10 forces with in the contract. • Joint Contract for Actuarial Services. • Joint Contract for Brokerage Services • Regional Group Insurance Scheme for police support staff, Launched December 2007. • Project to develop a police-specific policy wording. • Endorsement of achievements from the ACPO Finance Directors and PATS (Police Authority Treasurers Society). • SEERPIC model recommended by PEPS (Procurement Excellence in the Police Service) in a recent feasibility study. • Property contract which includes 11 members.

Direction of SEERPIC from 2009 • The eleven SEERPIC Forces to act as a single insured • 4 stage plan to achieve alignment across all major areas of insurance. • Single points of contact for claims handling and underwriting queries • Alignment of deductibles, Limits of Indemnity and insurance programmes • Common minimum standard for Risk Management across members Forces. • Legal Opinion sought by SEERPIC in December 2006 on the powers of police authorities to purchase insurance as a single unit.

Lessons Learnt • Prepare the tender on an all or nothing basis. • Ensure the group is set up with a management group setting the direction. • Set TOR and ensure each member signs up to the TOR. • Always request that insurers provide you with quotes for the group as a whole and not for individual authorities. • Each member needs to be committed and accept that decisions will be decided by the majority.
